Prosper Planning & Zoning Commission

Tuesday, September 4, 2012, 6:00 p.m.
Commissioners present included: Chair Mark DeMattia, Vice Chair Mike McClung, Jim Cox, and Bill
Senkel, and Bruce Carlin.
*Chris Keith and Rick Turner informed of their absence prior to the meeting.
Staff present included: Chris Copple, Planning Director; and Melanie Videan, Planning Technician.
2. Recitation of the Pledge of Allegiance.
CONSENT AGENDA
3a. Consider and act upon minutes from the following Planning & Zoning Commission
meetings:
• August 21, 2012 Regular Meeting
3b. Consider and act upon a final plat of Whispering Meadows, Phases 2, being 31 single family
residential lots on 28.5f acres, located on the west side of Coit Road, 1,000± feet north of
Prosper Trail. The property is zoned Planned Development-29 (PD-29). (D12-0032).
Motioned by Cox, seconded by Carlin to approve the consent agenda subject to staffs recommendation.
Motion approved 5-0 at 6:01 p.m.
REGULAR AGENDA
4. Consider and act upon a request to rezone 4.3f acres, located on the southeast corner of
Hays Road and Highpoint Drive, from Agricultural (A) to Planned Development -Office
(PD-O). (Z12-0005).
Summary
Copple: Reminded Commission that the public hearing for the request was closed at the August 21, 2012
Planning & Zoning Commission meeting; therefore, the item is not a public hearing. Summarized the
revised proposal for the planned development (herein called the PD).
Discussion
DeMattia: Asked questions regarding the landscaping shown on Exhibit D.
Carlin: Asked questions about the fencing along the southern border of the property and about the
landscaping along the eastern property boundary.

McClung: Inquired about the growth of the living screen in two years. Asked if staff is satisfied that the
proposed landscaping is an adequate screen for the open storage use.
Copple: Addressing DeMattia, noted where, on Exhibit D, landscaping revisions have been made.
Answering Carlin, explained fencing regulations. Addressed McClung, noting any landscaping issues not
in compliance with the PD would be handled through the code compliance process and that two years is a
typical growing allowance timeframe. Affirmed that staff supports the proposed landscaping.
Motioned by Carlin, seconded by Senkel to approve the request to rezone 4.3t acres, located on the
southeast corner of Hays Road and Highpoint Drive, from Agricultural (A) to Planned Development -
Office (PD-O). Motion approved 5-0 at 6:12 p.m.
5. Possibly direct Town Staff to schedule topic(s) for discussion at a future meeting.
Discussion
McClung: Requested an update on the discussion regarding irrigation requirements.
Carlin: Asked about a discussion regarding the twenty-five foot rear setback requirement for one acre
properties.
Copple: Noted a discussion regarding irrigation requirements will be scheduled when a Parks and
Recreation Planner is hired by the Town, and the twenty-five foot rear setback requirement issue will be
reviewed during the implementation phase of the Comprehensive Plan. Assured that generating a list of
planned developments that are five years or older are on staff s to-do list.

Motioned by McClung, seconded by Carlin to adjourn. Motion approved 5-0.
