The meeting was called to order at 5:31 p.m.

2. Consider and act upon the minutes from the May 11, 2026, Downtown Advisory
Committee meeting. (RB)
Gavin Hernandez made a motion and Matt Nohr seconded the motion to approve the
minutes from the May 11, 2026, meeting. The motion was approved unanimously.
3. Citizen Comments.
There were no Citizen Comments
4. Small Area Plan. (DH)
Mr. Hoover updated the Committee on a proposal from Olsson Associates to develop
a Small Area Plan for Downtown Prosper. An agreement has been signed and an initial
meeting with the consultants has been scheduled for next week. The plan area will be
from First Street to Gorgeous Road, and from Coleman to the railroad tracks. It should
take approximately 30-45 days to prepare for the 3-day charrette with DTAC members.
The plan should be completed by December 2026.

5. Update and discussion on Downtown Improvement Projects.
a. Additional Parking at EDC, Broadway, McKinley (CE)
Mr. Ewings informed the Committee the grading on Broadway was not graded
properly and had to be redone, causing delays. Drainage excavation is underway
at Fifth Street and McKinley. The parking lot behind the EDC building is in
progress.
b. Historical Markers (RB)
Ms. Battle stated that the contractor for installation has been provided with all of
the installation data, and we are awaiting a price quote.
c. Downtown Monumentation (RB)
Ms. Battle informed the Committee that excavation work is underway; however,
the contractors have encountered underground power lines, water lines, and
drainage that has slowed progress. The estimated completion for the project is
mid to late August.
6. Downtown Events Update. (RB)
Recent Events:
• National Day of Prayer— May 7
• Memorial Day Event — May 25
• Paint Prosper Proud — May 28
• Downtown Block Party — May 30
Future Events:
• Stars, Stripes & Prosper Nights — June 12
• Library Parade — July 2
• Pride in the Sky — July 2
• Prosper On Tap (Bourbon, Beer & Bubbly) — July 18
Ms. Battle asked for feedback on the recent Downtown Events. Committee members
commented that the activities on the Plaza were great; however, the vendors on Main
Street didn't seem to get much foot traffic. They suggested conducting a debrief with
the Downtown business owners, and perhaps holding a Joint Meeting with the
Community Engagement Committee (CEC) to specifically discuss events. Ms. Battle
reminded the Committee about the upcoming events in Downtown, and those related
to the Prosper America 250 Celebration.

No items were discussed.
