1. Call to Order / Roll Call.
The meeting was called to order at 6:00 p.m.

2. Consider and act upon the minutes of the April 9, 2026, Parks and Recreation
Board Meeting.
Motion to approve the minutes made by Board Member Horan, seconded by Board
Member Rodriguez. Motion approved 6-0.
3. Citizens Comments.
No citizen comments.
4. Presentation of the Girl Scouts Silver Award Projects.
Parks Superintendent Matt Furr recognized the Girls Scouts for their Silver Award
Project.
The Girl Scouts provided a brief presentation to the board highlighting the project.
5. Consider and act upon revisions of the Park Facility Agreement for Legacy
Gardens.
Director Dan Baker presented the revisions to the Legacy Gardens park facility
agreement.
Motion to approve the revisions to the park facility agreement for Legacy Gardens made
by Board Member Little, seconded by Secretary Castro. Motion carried 6-0.

6. Consider and act upon revisions of the Park Facility Agreement for Mirabella.
Director Dan Baker presented the revisions to the park facility agreement for Mirabella.
A representative from Tellus Group presented information about the Mirabella
development.
Discussion was held.
Motion to deny the park facility agreement for Mirabell made by Board Member
LaFerney, seconded by Secretary Castro. Motion carried 5-1.
7. Receive staff updates: Recreation, Park Development, Park Operations, and
Director.
Recreation Manager Trevor Helton shared recreation updates:
Summer Registration:
Registration is currently open. Programs will begin on June 15'
Mayors Fitness Challenge —Journey of 1,000 Miles:
Spring Mayors Fitness Challenge is coming to an end. An update about the Journey of
1,000 miles was shared.
Director Dan Baker presented on park development updates:
Raymond Community Park:
The contractor is working on installing sod grass across the entire site and completing
the punch list. General clean-up activities are ongoing across the site. The playground is
100% complete and open to the public. Concession building detail items are in progress
and well construction is underway.
Parvin Park:
Project Scope: Loop Trail, Small Playground, Small Pavillion, Picnic Tables, Drinking
Fountain, Parking Spaces.
Construction began on March 13, 2026, and will last until Fall of 2026. Concrete
placement is 85% and grading is currently in progress.
Parks Superintendent Matt Furr presented park operations updates, including the
installation of sod on the medians along Teel Parkway and Prosper Trail to improve
erosion control, enhance appearance, and provide greater landscape continuity
throughout those corridors.
Director Dan Baker reminded the Board that the next Parks and Recreation Board
meeting will be held on June 11 at 6:00 p.m. Director Dan Baker formally introduced
incoming Director David Angeles and expressed his sincere appreciation to the Board
for their collaboration and support during his tenure, noting that this would be his final
meeting in his current role.
