Commissioners present included: Chair Mark DeMattia, Vice Chair McClung, Secretary Chris Keith,
Rick Turner, Bill Senkel, and Craig Moody.
*Commissioner Carlin informed of his absence prior to the meeting.
Staff present included: Chris Copple, Planning Director; and Melanie Videan, Planning Technician.
2. Recitation of the Pledge of Allegiance.
CONSENT AGENDA
3a. Consider and act upon minutes from the following Planning & Zoning Commission
meetings:
• February 5, 2013 Regular Meeting
3b. Consider and act upon a preliminary plat of Prosper Trail Estates, being 494 single family
residential lots on 212.0± acres, located on the north side of Prosper Trail, 2,500f feet west
of Dallas Parkway. The property is zoned Planned Development-36 and Planned
Development-60 (PD-36 & PD-60). (D12-0047).
3c. Consider and act upon a preliminary plat of Tanner's Mill, being 308 single family
residential lots on 138.5f acres, located on the east side of Coleman Street, 1,300t feet north
of Prosper Trail. The property is zoned Planned Development-22 (PD-22). (D12-0048).
3d. Consider and act upon a final plat of Whitley Place, Phase 5, being 61 single family
residential lots on 29.0± acres, located on the north side of First Street, 500f feet west of
Whitley Place Drive. The property is zoned Planned Development=49 (PD-49). (D13-0004).
Motioned by McClung, seconded by Senkel to approve the consent agenda subject to staffs
recommendations. Motion approved 6-0 at 6:07 p.m.
REGULAR AGENDA
4. Consider and act upon a request to rezone 0.3f acre, located on the north side of First
Street, 1,500f feet east of Legacy Drive from Agricultural (A) to Planned Development -
Agricultural (PD-A). (Z12-0004).

Copple: Informed of the applicant's request to table the item to the March 5, 2013 Planning & Zoning
Commission meeting. Recommended tabling the item to the March 5, 2013 Planning & Zoning
Commission meeting.

of First Street, 1,500f feet east of Legacy Drive, from Agricultural (A) to Planned Development -
Agricultural (PD-A), to the March 5, 2013 Planning & Zoning Commission meeting. Motion approved 6-
0 at 6:08 p.m.
5. A public hearing to consider and act upon a request to rezone 1.Sf acres, located on the
southeast corner of Preston Road and Hays Road, from Office (0) to Planned Development -
Office (PD-O). (Z13-0002).
Summary
Copple: Informed of the applicant's request to table the item and continue the public hearing to the
March 5, 2013 Planning & Zoning Commission meeting. Recommended opening the public hearing,
accepting comments from the public, and continuing the public hearing and tabling the item to the March
5, 2013 Planning & Zoning Commission meeting.
Motioned by Moody, seconded by Senkel to open the public hearing. Motion passed 6-0 at 6:09 p.m.
Motioned by Turner, seconded by Keith to continue the public hearing and table the request to rezone
1.5f acres, located on the southeast corner of Preston Road and Hays Road, from Office (0) to Planned
Development -Office (PD-O), to the March 5, 2013 Planning & Zoning Commission meeting. Motion
approved 6-0 at 6:10 p.m.
6. A public hearing to consider and act upon a request to amend Planned Development-8 (PD-
8), Exhibit C (Hike and Bike Trail Exhibit), located at the terminus of Lake Trail Lane,
south of Frontier Parkway. The property is 25.0f acres. (Z13-0004).
Summary
Copple: Informed of the applicant's request to table the item and continue the public hearing to the
March 5, 2013 Planning & Zoning Commission meeting. Recommended opening the public hearing,
accepting comments from the public, and continuing the public hearing and tabling the item to the March
5, 2013 Planning & Zoning Commission meeting.
Motioned by McClung, seconded by Turner to open the public hearing. Motion passed 6-0 at 6:11 p.m.
Motioned by Turner, seconded by Moody to continue the public hearing and table the request to amend
Planned Development-8 (PD-8), Exhibit C (Hike and Bike Trail Exhibit), located at the terminus of Lake
Trail Lane, south of Frontier Parkway, to the March 5, 2013 Planning & Zoning Commission meeting.
Motion approved 6-0 at 6:11 p.m.
7. A public hearing to consider and act upon a request to rezone 0.5f acre, located on the
southwest corner of Coleman Street and Third Street (202 S. Coleman Street), from Single
Family-15 to Downtown Office (DTO). (Z13-0001).
Summary
Copple: Summarized the request to rezone, noting conformance with the Old Town Core District Future
Land Use Plan. Informed notification was given in accordance with state law, and two public hearing
notice reply forms were received by the Planning Division, one being in opposition to the request.
Recommended approval.
Discussion with Staff
McClung: Asked for confirmation that the request is for straight zoning (Downtown Office) and subject
to conformance with the Zoning Ordinance. Inquired if the subject property is a vacant lot and if any new
structure would be subject to conformance with the Zoning Ordinance.

Turner: Asked for clarification on the difference between Downtown Office and Old Town Core
District -Office.
DeMattia: Requested that, for future staff reports, the subject property be included in the property zoning
and land use chart.
Copple: Answering McClung, confirmed the request is for Downtown Office; the property was once a
single family residence, but is now vacant; and any new structure would have to conform to the
Downtown Office standards, which includes specific architectural standards. Addressing Turner, noted
the differences between the Downtown Office zoning district and the Old Town Core District -Office
(Future Land Use Plan District). Concurred with DeMattia to revise the property zoning and land use
chart in future staff reports.
Motioned by Keith, seconded by Moody to open the public hearing. Motion passed 6-0 at 6:14 p.m.

Motioned by Turner, seconded by Senkel to approve a request to rezone 0.5f acre, located on the
southwest corner of Coleman Street and Third Street (202 S. Coleman Street), from Single Family-15 to
Downtown Office (DTO). Motion approved 6-0 at 6:15 p.m.
S. A public hearing to consider and act upon a request to amend Planned Development-14
(PD-14), Exhibit C, Section 4.06 (Conceptual Development Plan), located on the south side
of Fishtrap Road, 2,400t feet east of Teel Parkway. The property is 145.4f acres. (Z13-
0006).
Summary
Copple: Summarized the request to rezone, zoning of surrounding properties, and purpose for the
request, which is to show single family and non-residential areas, future thoroughfares, and natural
features. Noted the request satisfies the criteria in the planned development (herein called the PD) fbr a
concept plan and the property shall develop to PD-14 standards. Infbrmed notification was given in
accordance with state law, and no public hearing notice reply forms were received by the Planning
Division. Recommended approval.
Discussion with Staff
McClung: Asked how the lot sizes in the PD compare to those in surrounding developments.
Copple: Cited the approximate lot sizes for surrounding developments.
Motioned by Turner, seconded by Keith to open the public hearing. Motion passed 6-0 at 6:20 p.m.
Public Hearing Discussion
Matt Robinson (applicant): Gave presentation, summarizing the following points: 1) subject property, 2)
history of the property's zoning, 3) recent discussions with the Parks and Recreation Board regarding
approval of parks and with the Town Council regarding the Parks Agreement, 4) contracts with home
builders, 5) examples of builder homes in other metroplex cities, and 6) current submittals to the Town,
which includes a preliminary plat.
DeMattia: Asked what the price point for homes will be and what extra facade materials may be used for
the homes.

McClung: Concerned regarding the lack of detail in the concept plan. Inquired about a timeframe for
construction commencement. Asked if applicant would be willing to enhance the concept plan.
Moody: Confirmed that additional concept plans will be required prior to any future PD amendments.
Matt Robinson: Answering DeMattia, noted the approximate price point will range from the upper
$300,000s to the upper $400,000s. Conveyed that surmising she extra material at this time is difficult, but
materials congruent to the price point will be utilized. Addressing McClung, informed concept plans will
be submitted to the Town in the future, and without an approved preliminary plat, would prefer to not tie
the concept plan down with details at this time.
Motioned by Turner, seconded by Moody to close the public hearing. Motion passed 6-0 at 6:34 p.m.
Motioned by Senkel, seconded by McClung to approve the request to amend Planned Development-14
(PD-14), Exhibit C, Section 4.06 (Conceptual Development Plan), located on the south side of Fishtrap
Road, 2,400t feet east of Teel Parkway. Motion approved 6-0 at 6:35 p.m.
9. Possibly direct Town Staff to schedule topic(s) for discussion at a future meeting.
Discussion
McClung: Requested that staff revisit investigations into developing irrigation regulations.
Copple: Informed the Parks and Recreation Coordinator has no prior experience with irrigation issues,
but he will discuss the matter with the Director of Development Services.
DeMattia: Asked if staff has received their 2013 Department Goals.
Copple: Informed of their upcoming meeting with the Town Manager and Council, noting he will
distribute the latest draft of department goals.
