Commissioners present included: Chair Mark DeMattia, Vice Chair Mike McClung, Bill Senkel, Brian
Barnes, and Craig Moody.
** Commissioners Keith and Turner informed of their absence prior to the meeting.
Staff present included: Alex Glushko, Senior Planner, and Pamela Clark, Planning Technician.
2. Recitation of the Pledge of Allegiance.
CONSENT AGENDA
3a. Consider and act upon minutes from the following Planning & Zoning Commission
meeting:
August 5, 2014 Regular Meeting
3b. Consider and act upon a site plan for Tanners Mill Amenity Center, on 1.0± acre, located
1,400f feet east of Coleman Street, 1,400f feet north of Prosper Trail. The property is zoned
Planned Development-22 (PD-22). (D14-0034).
3c. Consider and act upon a preliminary plat of Windsong Ranch, Phase 4, being 356 single
family residential lots on 170.2f acres, located on the northeast corner of Fishtrap Road and
Windsong Parkway. The property is zoned Planned Development-40 (PD-40). (D14-0039).
3d. Consider and act upon a final plat of Windsong Ranch, Phase 2B, being 47 single family
residential lots on 16.7f acres, located on the east side of Windsong Parkway, 400f feet
south of Fishtrap Road. The property is zoned Planned Development-40 (PD-40). (D14-
0040).
3e. Consider and act upon an amended plat of Whitley Place, Phase 1, Block R, Lot 20R, on
1.0± acre, located on the northeast corner of Whitley Place Drive and Arches Lane. The
property is zoned Planned Development-9 (PD-9). (D14-0042).
3f. Consider and act upon a site plan of Lakes of Prosper North Amenity Center, on 0.7f acre,
located on the north side of Waterview Drive, 100f feet west of Kirkwood Lane. The
property is zoned Planned Development-8 (PD-8). (D14-0044).

3g. Consider and act upon a site plan and final plat for St. Paul's Episcopal Church Addition,
Block A, Lot 1, on 7.1f acres, located on the southwest corner of First Street and Coit Road.
The property is zoned Planned Development-6 (PD-6). (D14-0046).
Motioned by McClung, seconded by Barnes, to approve the consent agenda subject to staff
recommendations. Motion approved 5-0 at 6:02 p.m.
REGULAR AGENDA
4. Conduct a Public Hearing, and consider and act upon at request to rezone 60.9f acres,
located 2,000± feet south of First Street, 3,000± feet west of Dallas Parkway, from Planned
Development-47 (PD-47) to Planned Development -Single Family-10 (PD-SF-10). (Z14-0013).
Summary
Glushko: Summarized the request to rezone and the zoning of the surrounding properties. Summarized
the zoning standards for the zoning request and stated that the applicant proposes to exceed the standards
required in PD-SF-10. Stated rezoning request is in accordance with the Future Land Use Plan (FLUP).
Recommended approval.
McClung: Asked for information about zoning of surrounding properties and the associated lots sizes.
Glushko: Answered with zoning of all properties surrounding the property.
Senkel: Asked about the set back requirements.
Glushko: Answered it would be built to Town standards.
Moody: Asked about access to the development and who would be responsible for the cost of the
construction of those roads leading to the development.
Glushko: Stated that the developer would be responsible for the cost of establishing roadways.
Motioned by McClung, seconded by Senkel to open the public hearing. Motion passed 5-0 at 6:11 p.m.

Dave Wilcox (Applicant): Summarized development plans for the property. Applicant stated they will be
extending roadways and utilities. Provided comparative slides of development along major thoroughfares
in other cities. Applicant described hike and bike trails along an increased buffer that would border the
development on the west and south sides of the property. Described the home size and square footage of
the lots within the community.
McClung: Asked about parkland dedication and any corresponding recommendation of the Parks Board.
Wilcox: Described the open space plans, the intent to pay the parkland dedication fees in lieu of the
dedication, which requires approval by the Parks Board.
McClung: Asked about home elevations and how differing elevations are determined.
Glushko: Described how the Building Inspections Department differentiates between elevations.

Wilcox: Stated architectural characteristics as opposed to materials and color determine differing
elevations.
DeMattia: Asked about the driveway concrete work, wanted to know if it was stamped and stained.
Wanted to know who would be making the decision about the stain.
Wilcox: Stated the stamped and stain component would be an accent element rather than for the entire
driveway. The choice would be given to the purchaser how the stain would be done, and builders would
make the decisions on the spec. homes.
DeMattia: Requested information about the builders in the development and the average home price.
Wilcox: Stated a decision has not been made on the builders and that the average home price is not
available at this time.
Motioned by Moody, seconded by McClung, to close the public hearing. Motion passed 5-0 at 6:25 p.m.
Commission Discussion
Moody: Expressed support due to proposed standards.
McClung: Expressed support due to adjacent properties.
Senkel: Expressed support due to the lot sizes being appropriate with surrounding area.
Barnes: Expressed support due to adequate commercial property in the area and the need for more
residential.
DeMattia: Expressed support due to increased house square footage. Suggested the rezoning be subject
to future Town standards.
Motioned by McClung, seconded by Moody, to approve a request to rezone 60.9f acres, located 2,000±
feet south of First Street, 3,000± feet west of Dallas Parkway, from Planned Development-47 (PD-47) to
Planned Development -Single Family-10 (PD-SF-10), subject to adding a clause to the first sentence of
Exhibit C to read "as it exists, or may be amended." Motion passed 5-0 at 6:29 p.m.
5. Possibly direct Town Staff to schedule topic(s) for discussion at a future meeting.

Motioned by McClung, seconded by Senkel, to adjourn. Motion approved 5-0.
