The meeting was called to order at 6:00 p.m. Board Members Present: Daniel Knox, Chair Bob Benson, Vice Chair Valerie Rodriguez Kyle LaFerney Deb Horan Karl Castro, Secretary Staff Members Present: Dan Baker, Director of Parks and Recreation Matt Furr, Parks Superintendent Trevor Helton, Recreation Manager Talia Stevenson, Senior Administrative Assistant MINUTES Parks and Recreation Board Meeting Prosper Town Hall, Council Chambers 250 W. First Street, Prosper, Texas Thursday, March 12, 2026 6:00 PM Consider and act upon the minutes of the February 12, 2026, Parks and Recreation Board Meeting. Motion to approve the minutes made by Board Member Horan, seconded by Board Member Rodriguez. Motion approved 6-0. Citizens Comments. Aaron Pennington, 921 Coral Ridge Court, expressed the need for signage at the lacrosse walls. Consider and act upon approval of additional perimeter fencing at Raymond Community Park. Director Dan Baker presented on additional perimeter fencing at Raymond Community Park. Discussion was held. Motion to approve staff recommendations to proceed with a partnership with the Prosper Area Soccer Organization and to explore options for gate openings made by Vice Chair Benson, seconded by Secretary Castro. Montion approved 6-0. Consider and act upon prioritizing (remaining funds) from the 2020 bond program. Director Dan Baker presented potential projects to direct the remaining 2020 bond program funds. Page 1 of 3 Discussion was held Motion to table item for a future Parks Board date made by Secretary Castro, seconded by Board Member LaFerney. Motion approved 6-0. 6. Receive staff updates: Recreation, Park Development, Park Operations, and Director. Director Dan Baker shared park development updates: Raymond Community Park: The contractor is currently installing sod across the entire site, with general clean up activities ongoing. The playground is fully constructed and open to the public, and parking lot striping has been completed. The contractor is also working to address and complete punch list items. The wells and pumps contract is currently under consultant review. Parvin Park: Pre -construction meeting held on March 9, 2026. Construction is set to begin on March 13, 2025, and last until early fall 2026. The project is to include loop trail, small playground, small pavilion, picnic tables, drinking fountain, and parking spaces. Recreation Manager Trevor Helton shared recreation updates: Mayor's Coffee: A total of 55 attendees were present. Mayor Bristol delivered a presentation. Food was catered by La Madeleine, and the event was hosted at Prosper Fire. Summer Recreation Programs: The following type of programs will be offered; STEAM, Drone, Coding, Sports and Fitness, Art, Educational, Magic, and Performing. Registration officially opens April 6th Parks Superintendent Matt Furr presented on park operations, including an overview of baseball fields. He also provided a summary of various projects to be addressed in the upcoming fiscal year and outlined anticipated requests from Park Operations as part of the upcoming budget preparation process. Baker presented on the upcoming calendar. The P-Town Throwdown will be held on March 28th. The May 14th meeting date will be discussed at the April 91h meeting. 7. Request for future agenda items.
