The meeting was called to order at 5:33 p.m. Committee Members Present: Chris Wardlaw, Chair Melissa Randle, Vice -Chair Don Perry Iris Meneley Charles Cotten Matt Nohr Gavin Hernandez Committee Members Absent: Mike Pettis Teague Griffin Council Members Present: Cameron Reeves MINUTES Downtown Advisory Committee Monday, May 11, 2026 Staff Members Present: Mario Canizares, Town Manager Robyn Battle, Executive Director Chuck Ewings, Assistant Town Manager David Hoover, Development Services Director 2. Consider and act upon the minutes from the April 6, 2026, Downtown Advisory Committee meeting. (RIB) A motion was made and seconded to approve the minutes from the April 6, 2026, meeting. The motion was approved unanimously. 3. Citizen Comments. There were no Citizen Comments 4. Small Area Plan. (DH) Mr. Hoover updated the Committee on a proposal from Olsson Associates conduct a small area plan for Downtown Prosper. This initiative is in response to the Committee's desire to update and continue the efforts outlined in the Downtown Master Plan. The goal of the Small Area Plan would be to assess the current conditions of Downtown, conduct a visioning exercise, or charrette, to determine a preferred vision and desired outcomes for Downtown, and establish an action plan of short and long-term objectives to achieve that vision. The Committee concurred with the recommendation to move forward with the proposal. Town staff will work to identify funding for the project. 5. Update and discussion on Downtown Improvement Projects. Page 1 of 2 a. Additional Parking at EDC, Broadway, McKinley (CE) Mr. Ewings informed the Committee that construction is progressing on Broadway, McKinley, and in the lot behind the EDC building. b. Historical Markers (RB) Ms. Battle stated that several of the Downtown businesses have been contacted about placement of their markers, and only a few remain to be contacted. A date for installation can be determined once all of the locations have been finalized. c. Downtown Monumentation (RB) Ms. Battle informed the Committee that concrete work, electrical, and irrigation has begun and the project is on schedule. Estimated completion is early July. 6. Downtown Events Update. (RB) • National Day of Prayer — May 7 • Memorial Day Event — May 25 • Paint Prosper Proud — May 28 • Downtown Block Party — May 30 • Stars, Stripes & Prosper Nights — June 12 • Library Parade — July 2 • Pride in the Sky — July 2 • Prosper On Tap (Bourbon, Beer & Bubbly) — July 18 Ms. Battle reminded the Committee about the upcoming events in Downtown, and those related to the Prosper America 250 Celebration. 7. Requests for future agenda items. No items were discussed. 8. Adjourn. The meeting was adjourned at 6:45 p.m. on May 11, 2026. These minutes were approved on June 1, 2026.
