Addressing the Community Engagement Committee (CEC): Those wishing to address the Community Engagement Committee must complete the Public Comment Form located on the Town website or in the meeting room. Please submit this form to the Board Chair or a staff person recording the minutes for the Board/Commission prior to the meeting. When called upon, please state your name and address for the record. In compliance with the Texas Open Meetings Act, the Town Council/Board/ Commission may not deliberate or vote on any matter that does not appear on the agenda. The Council/Board/Commission, however, may provide statements of fact regarding the topic, request the topic be included as part of a future meeting, and/or refer the topic to Town staff for further assistance. Citizens and other visitors attending Community Engagement Committee (CEC) meetings shall observe the same rules of propriety, decorum, and good conduct applicable to members of the Committee. Any person making personal, impertinent, profane or slanderous remarks or who becomes boisterous while addressing the Committee or while attending the meeting shall be removed from the room, if so directed by the Mayor or presiding officer, and the person shall be barred from further audience before the Committee during that session of the meeting. Disruption of a public meeting could constitute a violation of Section 42.05 of the Texas Penal Code. 1. Call to Order / Roll Call. 2. If multiple individuals wish to speak on a topic, they may yield their three minutes to one individual appointed to speak on their behalf. Consider and act upon the minutes of the April 1, 2026 Community Engagement Committee (CEC) meeting. Soprina Reeves made a motion to approve and Annie Bunger seconded. The minutes were unanimously approved. 3. Comments from the Public. No members of the public were present at this meeting. 4. All American City Award Mr. Canizares gave an overview of what the All American City Award is as well as a brief summary of the application process with requirements. He asked the committee their thoughts on taking on the project. Ms. Bunger suggested waiting until the 2028 applications open to better prepare for the process rather than rushing into it. Mr. Reeves suggested leaning on and talking about the organic communities that come to be in Prosper. Ms. Smith agreed with the 2028 application since it would allow time to build and tap into businesses. Mr. Canizares will return in the August meeting to announce the winners for 2026 for the committee to review. MINUTES Community Engagement Committee Prosper Town Hall, Council Chambers 250 W. Library Summer Programming Presentation Ms. Collins offered an outline for the Prosper Community Library’s Summer Programming for 2026. She summarized new additions this year that include a launch party as well as additions to the yearly parade. Councilmember Hodges asked about the ratio of residents to nonresidents when it comes to attendance for library events. Mr. Landeck commented that does notice a decent number of out of town residents who are members of the library in attendance. Mr. Landeck commented on upcoming reevaluations to the nonresident fees for library cards. Ms. Abdur-Razzaaq suggested giving residents a chance to register for library programs early. Ms. Reeves suggested programming geared towards active adults with technological life skills. 6. Discuss and Receive Updates Regarding America 250 Ms. Battle gave an update on the ongoing efforts to celebrate America 250 in Prosper. Updates included the proposed locations for hay bales, 40 days of service social media plans, commemorative bricks for Hometown Heroes and the plans for a sidewalk mural by artist Jan Riggins. Ms. Stone gave an update on the amount of cars registered for the car show for Stars, Stripes and Prosper Nights. She announced the partnership with the Refinery, planned acoustic music on the plaza and kids activities such as face painting and Kona Ice. For the Paint Prosper Proud evening, Ms. Stone asked the committee for assistance in pushing downtown businesses to fill out the registration applications so staff can have their information and shirt sizes. Ms. Petty updated on the marketing efforts being pushed more heavily on the other activities happening during Stars, Stripes and Prosper Nights after the Downtown Block Party so as not to confuse residents of the two events. 7. Discuss and Consider CEC Subcommittee Reports Ms. Petty asked for the MYAC subcommittee to please meet in early June to plan for applications for the 2027 MYAC class. 8. Special Events Updates Updates were discussed under item 6. 9. Voice of the Town Committee members commented on receiving negative feedback regarding the Downtown Block party concert being 18+ and standing room only, pushing some residents to not purchase tickets. 10. Discuss and consider “CEC Top 3” & Save the Date Items The committee decided to focus solely on the upcoming America 250 initiatives. 11. Requests for future agenda items.
