Mayor Bristol called the meeting to order at 5:05 p.m. Council Members Present: Mayor David F. First Street, Prosper, Texas Tuesday, April 28, 2026 1. Discussion regarding the Town's salary and compensation plan. (TL) Mr. Luton presented an overview which included a history of Phase I implementation from last fiscal year, history of the pay plan adjustments, consultant recommendations for Phase II, and next steps. Mr. Luton noted more information would be brought to the Council as they continued through the budget process. The Town Council discussed the study of plan as it relates to the Fire, Police, and non -sworn employees, certification pay, overall impact to the budget, and market comparisions. Page 1 of 3 2. Receive an update regarding the Coit Road Construction project. (HW/AG/LH) Mr. Gerster presented an overview of the four stages within Phase 1 of the project (First Street to Prosper Trail). He noted the Town in stage 2 of the project with utilities almost complete. The next stage would the paving with an anticipated completion at the end of May. Ms. Higginbotham presented an overview of the details regarding Phase 2 of the project (Prospert Trail to Frontier), highlighting the pavement sections, medians, and timeline for anticipated completion at the end of 2027. The Town Council discussed the project and emphasized staff providing updates as the project progressed. EXECUTIVE SESSION: Recess into Closed Session in compliance with Section 551.001 et seq. Texas Government Code, as authorized by the Texas Open Meetings Act, to deliberate regarding: Section 551.087 — To discuss and consider economic development incentives and all matters incident and related thereto. Section 551.072 — To discuss and consider the purchase, exchange, lease, or value of real property for municipal purposes and all matters incident and related thereto. Section 551.074 — To discuss and consider personnel matters and all matters incident and related thereto. Section 551.074 - To deliberate the appointments to the Town Council Subcommittees. Section 551.074 - To discuss appointments to the Board of AdjustmentlConstruction Board of Appeals, Parks & Recreation Board, Library Board, Prosper Economic Development Corporation Board, Planning & Zoning Commission, Community Engagement Committee, Downtown Advisory Committee, Charter Review Committee, and all matters incident and related thereto. Section 551.071 - Consultation with the Town Attorney regarding pending or anticipated litigation. Section 551.071 - Consultation with the Town Attorney regarding legal issues associated with Subchapter K of Chapter 552 of the Texas Government Code and provide direction to the Town Attorney, and all matters incident and related thereto. Section 551.071 - Consultation with the Town Attorney regarding legal issues associated with Supreme Court case of Lindke v. Freed and applicable Texas state law, and all matters incident and related thereto. Section 551.071 - Consultation with the Town Attorney regarding legal issues associated with code enforcement activities and substandard structures, law enforcement activities, and all matters incident and related thereto. Section 551.071 - Consultation with the Town Attorney regarding legal issues relative to Article 4.11 of the Town's Code of Ordinances, and all matters incident and related thereto.
