Addressing the Community Engagement Committee (CEC): Those wishing to address the Community Engagement Committee must complete the Public Comment Form located on the Town website or in the meeting room. Please submit this form to the Board Chair or a staff person recording the minutes for the Board/Commission prior to the meeting. When called upon, please state your name and address for the record. In compliance with the Texas Open Meetings Act, the Town Council/Board/ Commission may not deliberate or vote on any matter that does not appear on the agenda. The Council/Board/Commission, however, may provide statements of fact regarding the topic, request the topic be included as part of a future meeting, and/or refer the topic to Town staff for further assistance. Citizens and other visitors attending Community Engagement Committee (CEC) meetings shall observe the same rules of propriety, decorum, and good conduct applicable to members of the Committee. Any person making personal, impertinent, profane or slanderous remarks or who becomes boisterous while addressing the Committee or while attending the meeting shall be removed from the room, if so directed by the Mayor or presiding officer, and the person shall be barred from further audience before the Committee during that session of the meeting. Disruption of a public meeting could constitute a violation of Section 42.05 of the Texas Penal Code. 1. Call to Order / Roll Call. 2. However, the Committee is unable to discuss or take action on any topic not listed on this agenda. If multiple individuals wish to speak on a topic, they may yield their three minutes to one individual appointed to speak on their behalf. Consider and act upon the minutes of the December 3, 2025 Community Engagement Committee (CEC) meeting. Andy Franco made a motion to approve and Jeff Robinson seconded. The minutes were unanimously approved. 3. Comments from the Public. There were no comments from the public. 4. Restate Your Why for CEC Members Ms. Smith gave an overview of a new format for CEC meetings going into 2026 with the goals of improving efficiency at meetings and letting members own more of the work. The committee then went around the room to share their “why” behind why they joined the CEC. Members commented that they enjoyed events with the Town, valued the sense of community, and wanted to be a part of keeping that community feel while making an impact. 5. CEC Subcommittee Formations Councilmember Bartley gave a brief history of the creation of the Community Engagement Committee. She then gave an overview of the proposed working groups for the committee. The proposed working groups consisted of a Mayor’s Youth Advisory Council (MYAC) group, a Communications group, and an Events & Life in Prosper group. The MYAC subcommittee group will consist of: Ella Lee, Samad Abdur-Razzaaq and Kimberly Smith. The Communications subcommittee group will consist of: Soprina Reeves, Kari Willis and Annie Bunger. The Events & Life in Prosper subcommittee group will consist of: Rory Conley, Andy Franco, Sean Boardman, Jeff Robinson and Jennifer Downs. The groups will pick a point person and meet before the scheduled CEC meeting. 6. Discussion on Town Events a. Recent Events • Prosper Christmas Festival Mr. Franco commented that the festival was very well attended. Councilmember Hodges mentioned that he thought this year’s festival had the feeling of being able to spend all day at it rather than just coming at night for the tree lighting. Councilmember Bartley liked the stage set up where it was still in view as attendees shopped with vendors. 7. Voice of the Town Ms. Smith introduced the new agenda item as an opportunity for committee members to share what they are hearing around town that could potentially guide future engagement opportunities. Ms. Willis spoke of a recent e-bike accident that injured a minor resident and gave praise to the efforts being set forth by the Prosper Police Department for registrations. Councilmember Bartley shared some of the recent feedback from the e-bike registration events and that a standout note is parents not knowing the differences between e-bikes and e-motorcycles. It was also shared with the committee the opening of the Raymond Park pickleball courts. 8. Discuss and consider “CEC Top 3” & Save the Date Items. The Committee recommended the following for the CEC Top 3 this month: • Boards & Commissions Work Session • Prosper Citizens Academy • Prosper Fishing Derby 9. Requests for future agenda items. The Committee requested the following for future agenda items: • Town Manager to present on All American City Designation • Subcommittee Updates to be early on the agenda • Budget Overview 10.
