1. Call to Order / Roll Call.
The meeting was called to order at 6:00 p.m.

2. Consider and act upon the minutes of the October 9, 2025, Parks and Recreation
Board Meeting.
Motion to approve the minutes made be Benson, seconded by Rodriguez. Motion
approved 6-0.
3. Comments from the public.
Mayor Bristol welcomed the new Parks and Recreation Board members. He provided an
update on the recent bond election, noting that the Parks -related items did not pass.
Mayor Bristol expressed disappointment with the outcome and stated that he looks
forward to discussing plans for moving forward without additional funding.
Barbara Cottone spoke about recruiting the Parks Board members to volunteer for the
2025 Christmas Festival and stated a follow up email would be sent.
4. Consider and act upon revisions to the Doe Branch Master Plan.
Beilharz provided an update on the Doe Branch Master Plan.
Castro asked for clarification on the differences in the proposed plan.
Beilharz clarified that the only difference is the volleyball court. Baker clarified that we
don't have funds right now but want confirmation on addressed concerns. LaFerney
asked how parking is planned. Baker clarified that metrics was used for parking.

Beilharz suggested that we send out the original plan and two new concepts. LaFerney
requested a phasing plan design.
Motion to table the item made by LaFerney, seconded by Benson.
5. Receive staff updates: Recreation, Park Development, Park Operations, and
Director.
Park Development:
Beilharz presented Raymond Community Park updates. Construction 85 percent
complete on the restroom/concession stand. The tennis and pickleball courts are 95
percent complete. The baseball field fencing is nearing completion. Concrete for
baseball backstops and seating is complete. Hike and Bike Trail are 98 percent
complete.
Beilharz presented on The Park at Cool River a neighborhood park development by Blue
Star. The park is part of a Park Improvement Development Agreement. Will include
small playground, pavilion, open space, picnic stations, and loop trail around the park.
Beilharz presented on the Downtown Plaza updates. Overview was given on the artificial
turf, overhead lighting, trees with lighting, landscape beds, and Adirondack chair seating.
Recreation:
Helton presented an overview of the Veteran's Day Honor Run.
Park Operations:
Furr provided updates on completed repairs at Lakewood Playground, Windmill
Playground, as well as graffiti removal at the Soccer Playground. Furr also reported on
irrigation repairs completed along the Prosper Trail main line, the Highway 289 main
line, and First Street.
Director:
Baker presented the upcoming calendar, noting that the December 11 Parks and
Recreation Board meeting is canceled due to the Board/Commission Annual Reception.
Town Council has proposed a joint workshop in January; details have not yet been
finalized. The next Parks and Recreation Board meeting is scheduled for January 8 at
6:OOp.m. in the Council Chambers.
