Addressing the Community Engagement Committee (CEC): Those wishing to address the Community Engagement Committee must complete the Public Comment Form located on the Town website or in the meeting room. Please submit this form to the Board Chair or a staff person recording the minutes for the Board/Commission prior to the meeting. When called upon, please state your name and address for the record. In compliance with the Texas Open Meetings Act, the Town Council/Board/ Commission may not deliberate or vote on any matter that does not appear on the agenda. The Council/Board/Commission, however, may provide statements of fact regarding the topic, request the topic be included as part of a future meeting, and/or refer the topic to Town staff for further assistance. Citizens and other visitors attending Community Engagement Committee (CEC) meetings shall observe the same rules of propriety, decorum, and good conduct applicable to members of the Committee. Any person making personal, impertinent, profane or slanderous remarks or who becomes boisterous while addressing the Committee or while attending the meeting shall be removed from the room, if so directed by the Mayor or presiding officer, and the person shall be barred from further audience before the Committee during that session of the meeting. Consider and act upon the minutes of the November 5, 2025 Community Engagement Committee (CEC) meeting. Kimberly Smith made a motion to approve and Annie Bunger seconded. The minutes were unanimously approved. 3. Comments from the Public. There were no comments from the public. 4. Review Scope of Work and Town Obligations for Downtown Block Party and Pride in the Sky Representatives from The Tavern on Broadway presented their proposed vision for a downtown block party. Following the overview of the event concept and objectives, Mr. Rice presented the proposed scope of services, including responsibilities assigned to The Tavern on Broadway and the Town of Prosper. Feedback was provided by Councilmember Bartley and Mrs. Bunger recommending that the 6:00 p.m. concert be limited to individuals 18 years of age and older. No additional comments were offered, and the committee expressed consensus in support of advancing the event to the next phase of the approval process. Mrs. Stone presented the proposed scope of services for the Pride in the Sky event. Councilmember Amy Bartley requested that the flat fee currently charged by the Town to Cedarbrook, intended to offset public safety costs, be eliminated. Brainstorming Ideas for Life in Prosper. a. Discussion regarding collaborative engagement activities between the Community Engagement Committee and the Mayor’s Youth Advisory Council. Members of the Community Engagement Committee convened in the Council Chambers to participate in a meet-and-greet with members of the Mayor’s Youth Advisory Council. The committees engaged in discussion, posed questions, and exchanged ideas related to collaborative approaches and strategies for enhancing community engagement initiatives. 6. Discussion on Town Events a. Recent Events a1: Veterans Day Honor Run & Veterans Memorial Ribbon Cutting The events were held on November 8 at Frontier Park. a2: Prosper on Tap: Friendsgiving The event was held on November 22 and had a turnout of over 200 attendees. b. Upcoming Events b1: Prosper Christmas Festival The event will be held on December 6 at Prosper Town Hall. 7. Discuss and receive updates regarding: a. Community Engagement Activities Mr. Rice shared a reminder for the committee to attend the annual boards and commissions reception to be held at The Gin. 8. Discuss and consider “CEC Top 3” & Save the Date Items. The Committee recommended the following for the CEC Top 3 this month: • Christmas Festival • New Ebike Registration • Prosper Fishing Derby 9.
