New board member Deb Horan provided a brief introduction to the Parks Board.
New board member Valerie Rodriguez provided a brief introduction to the Parks Board.
Consider and act upon the minutes of the August 14, 2025, Parks and Recreation
Board meeting.
Motion to approve the minutes made by LaFerney, seconded by Castro, Motion
approved 7-0.

Town Department reorganization update.
Baker provided a brief update on the town department reorganization.
Mr. Canizares provided some background updates around the town department
reorganization.
Receive a presentation regarding the 2025 Bond Election.
Baker presented on the 2025 Bond Election.
Consider and act upon a Park Improvement Agreement for the Creekside
Development.

Clint Richardson provided brief background on the Creekside Development.
Discussion was held.
Benson made the motion, LaFerney second motion approved 7-0.
8. Consider and act upon amendments to the Park and Recreation fees.
Baker presented on the proposed the new Park and Recreation fees.
Discussion was held.
Castro requested that a comparison table be brought to the November Parks and
Recreation Board meeting.
Item requested to be tabled.
9. Consider and act upon an agreement with PBSA to replace grass infields with
synthetic turf infields at Frontier Park.
Baker presented on the PBSA agreement.
Discussion was held regarding the fields.
Motion to enter into an agreement with PBSA made by Benson, seconded Castro.
Motion approved 7-0.
10. Consider and act upon the use of sod in lieu of hydromulch in the Raymond
Community Park common areas.
Baker presented on the use of sod in lieu of hydromulch at Raymond Community Park.
Discussion was held.
Motion to approve by LaFerney, seconded by Horan. Motion approved 5-1.
11. Receive staff updates: Recreation, Park Development, Park Operations, and
Director.
Baker presented an overview of Celebrate Prosper, highlighting event features such as
live music performances by Prosper Jam Off winners, local bands Steven Rizzo and The
Dark Sparks, along with Cody Detwiler from the Parks Operations crew and the Party
Kings. The event also included community exhibits, Kid Zones with inflatables, balloon
and henna artists, face painters, and a petting zoo. Additional attractions featured a
cornhole tournament, a glow -in -the -dark bubble truck, and various food trucks. WFAA's
Santa's Helper Toy Drive was also part of the celebration, and Prosper Superstars
enjoyed exclusive early access to the Kid Zone. Baker concluded by extending thanks to
Emcee John Metcalf, Title Sponsor CoServ, and Gold Sponsors Cook Children's Health
Care System, H-E-B, and Methodist Celina Medical Center.
Upcoming events were announced as follows: the Mayor's Luncheon on October 15 at
11:00 a.m. at The Church of Jesus Christ of Latter-day Saints; the New Board Member
Orientation on October 22 at 6:00 p.m.; the Arbor Day Celebration on November 7 at

5:00 p.m. at Tanner's Mill Park; the Veterans Day Honor Run on November 8 at 8:00
a.m. at Frontier Park; and the next PARB Meeting on November 13 at 6:00 p.m. in the
Town Council Chambers.
