The meeting was called to order at 6:00 p.m.

Consider and act upon the minutes of June 12, 2025, Parks and Recreation Board
meeting.
Motion to approve by Benson, seconded by Castro. Motion approved 7-0.
Comments from the public.
Mayor Bristol addressed the Parks and Recreation Board, expressing appreciation for
their continued service. He extended thanks to Board Member Metcalf on behalf of the
Council, recognizing his years of dedicated service to the Board.
Consider and act upon a recommendation to install a restroom facility at Prairie
Park.
Baker presented information on Prairie Park.
Discussion was held regarding the item
Little made a motion to recommend against installing a restroom facility at Prairie Park.
Benson seconded the motion. Motion approved 7-0.
Doe Branch Community Park Master Plan Update by Kimley-Horn.
Kimley-Horn representative Kenzie Cejka presented the Doe Branch Community Park
Master Plan updates.

Stone shared updates on special events
Survey Update:
Stone presented the results of the 2025 Special Events survey.
Celebrate Prosper Update:
Prosper Jam Off: Community is voting for the top artists they want to see at Celebrate
Prosper. Voting closes on September 5, 2025.
Upcoming Events:
Prosper on Tap: Craft Beer Kickoff — September 6
Proposed 2026 Special Events Calendar:
Stone provided updates on the proposed 2026 Special Events Calendar.
Stone asked the board to point out any conflicts.
LaFerney asked about the Sensory Photos with Santa date.
Stone clarified that Special Events has been working closely with Prosper ISD Family
Resource Center.
No other conflicts noted.
Helton provided updates on recreation:
Summer Program Recap:
Recreation offered 35 programs. A total of 1,784 participants for youth, adult, and active
adult programs. Thanks, extended to Rhea's Mill Church and St. Paul Episcopal Church
for providing facility space.
Active Adult Expo:
The second annual event will be held on September 23, 2025, 10:00 am — 1:00 pm at
Gateway Church. Applications are currently available for profit and non-profit vendors.
Beilharz presented updates on park development:
Raymond Community Park:
Construction progress continues across multiple areas. Work on the restroom and
concession building is 75% complete. Tennis and pickleball courts and concrete pours
are being prepared. Formwork is next step. Baseball field fencing is nearing completion.
The chain -link fabric is currently being installed. Concrete for baseball backstops and
seating nearing completion. Bridge installation is complete.

Doe Branch Trail Connections:
The bid process is completed. Staff will be taking the project to council on August 26tn
Staff are still working on securing an easement with the adjacent property owner at the
southeast corner.
Beilharz presented a list of current major projects and responsibilities.
Furr presented on park operations updates:
Staff installed an additional trash receptacle at the pavilion in Tanner's Mill Park and
replaced the missing mallet and worn climbing rope at Synthetic. At Tanner's Mill, a
crack in the poured -in -place surface was repaired, while at the Windmill pavilion, a tear
in the shade sail was fixed. Several holes throughout Prairie Park were patched, and the
damaged ADA-compliant swing was replaced with a toddler bucket seat. At Cedar
Grover Park, the existing irrigation controller was replaced with a new Motorola IRRI net-
M irrigation controller. Finally, a main line break at Frontier Park was repaired
Baker recognized John Metcalf for his service to the Parks and Recreation Board.
Baker provided director updates:
The joint meeting with the Parks Board and Community Engagement Committee has
been proposed for August 27tn
The next Parks Board meeting will be held on September 11 at 6:00 pm.
