The meeting was called to order at 5:33 p.m.

2. Hot Topics with Mayor Pro-Tem Amy Bartley (AB)
Mayor Pro -Tern Bartley brought back the Mayor's Challenge from the previous month
to the council. The challenge was for each member to review the amendments that

were on the November ballots and be prepared to discuss if they would have voted
in favor or not. Mayor Pro-Tem Bartley walked through each of the amendments and
discussed with the council the why behind these amendments. Next, Mayor Pro -Tern
Bartley discussed the recent Bond election. She went over what a bond election was,
what the items were that were on the ballot and the election results. The final hot
topic that was brought before the council was education behind the new a -bike
ordinance that was passed by Prosper Town Council. Mayor Pro-Tem Bartley
stressed the importance of the ordinance for safety of residents and properties.
Corporal Franklin detailed the why misuse of a -bikes is harmful and shared the
differences between the classes for these vehicles. Ms. Ryan and Mr. Jones both
stated that they agreed with the ordinance and that it puts the responsibility on the
parents. Mayor Pro -Tern Bartley stated that it is for the safety of the riders but also
the drivers.
3. MYAC Hot Topics (JH)
Mr. Hart presented a potential plan for MYAC members to speak with Prosper ISD
high school seniors about the importance of registering to vote and voting in local
elections. Mr. Hart detailed the decline in voting registrations and voting locally for
their age group. Councilmember Hodges posed the question of why to the council.
Ms. Price commented that people their age tend to think that it doesn't apply to
them. Mr. Hopes suggests showing how easy it is to register to vote such as when
someone gets their license. Ms. Crownover suggests partnering with government
classes to show the importance of voting. Mr. Hart said that a reason he believes
people his age aren't registering or voting is "senioritis" and being more concerned
over college applications, scholarships and leaving town.
4. Consider and Act Upon the minutes of the October 15, 2025, Mayor's Youth
Advisory Council Meeting (JH)
Rhian Price made a motion and Jonathan Jones seconded the motion to approve the
October 15, 2025 MYAC minutes. The motion was approved unanimously.
5. Consider and Act Upon the minutes of the April 23, 2025, Mayor's Youth
Advisory Council Meeting (JH)
Jonathan Jones made a motion and Benjamin Hopes seconded the motion to
approve the April 23, 2025 MYAC minutes. The motion was approved unanimously.
6. Tour of Prosper Police Station (EF)
The Council was given a tour of Prosper Police Station by Corporal Edward
Franklin.
7. Discuss MYAC Subcommittee Formations (JH)
This item was pushed to the December meeting.
8. Requests for Future Agenda Items (MP)
The Council is looking forward to hearing from Robert DaLeo from Neighbors
Nourishing Neighbors at the next meeting.
