Prosper Town Council Work Session

Tuesday, November 11, 2025
1. Discussion regarding street medians. (HW/DB)
Mr. Webb provided an overview of all the medians within the Town highlighting ones
that are currently attached with projects.
Mr. Baker and Beilharz provided an overview of median landscape design standards
including kinds of material and elements that can be used based on the size of the
median.
The Town Council discussed the overall maintenance of medians, irrigated versus
non -irrigated medians, types of materials, unimproved areas, and alternatives to
using grass. The Town Council requested staff to identify smaller median areas within
Town to present to the CIP Subcommittee for future project funding.

2. Discussion regarding property maintenance. (RB)
Ms. Battle presented an overview of Code Compliance including top code violations,
responsibilities of the department, processes when a complaint is taken, and
processes for abatements and liens.
The Town Council discussed overall processes and timeframes, high grass and
weeds viloations, abatement process and outcomes, residential verus commercial
properties, and best ways to report a violation.
3. Discussion regarding the Town's services for animal control. (RB)
No discussion took place.
EXECUTIVE SESSION:
Recess into Closed Session in compliance with Section 551.001 et seq. Texas Government
Code, as authorized by the Texas Open Meetings Act, to deliberate regarding:
Section 551.087 — To discuss and consider economic development incentives and all
matters incident and related thereto.
Section 551.072 — To discuss and consider the purchase, exchange, lease, or value of
real property for municipal purposes and all matters incident and related thereto.
Section 551.074 — To discuss and consider personnel matters and all matters incident
and related thereto.
Section 551.089 - To deliberate security information collected, assembled, or maintained
by or for a governmental entity to prevent, detect, or investigate criminal activity, pursuant
to Section 2059.055 of the Texas Government Code, and all matters incident and related
thereto.
Section 551.074 — To discuss appointments to the Board of Adjustment/Construction
Board of Appeals, Parks & Recreation Board, Library Board, Prosper Economic
Development Corporation Board, Planning & Zoning Commission, Community
Engagement Committee, and the Downtown Advisory Committee, and all matters
incident and related thereto.
Section 551.071- Consultation with the Town Attorney regarding legal advice and issues
related to Chapter 271 of the Texas Local Government Code, and all matters incident
and related thereto.
Section 551.071— Consultation with the Town Attorney to discuss legal issues associated
with any agenda item.
Reconvene into Work Session.
No Executive Session took place.
