ORDINANCE BY THE TOWN COUNCIL OF THE TOWN OF PROSPER, TEXAS,
CANVASSING A TOWN BOND ELECTION
THE STATE OF TEXAS
COUNTIES OF COLLIN AND DENTON
TOWN OF PROSPER
WHEREAS, the Town Council (the "Council") of the Town of Prosper, Texas (the "Town")
ordered an election to be held in said Town on November 4, 2025, on the Propositions hereinafter
stated; and
WHEREAS, the Council has investigated all matters pertaining to said election, including
the ordering, giving notice, appointing election officers, holding and making returns of said
election; and
WHEREAS, the election officers who held said election have duly made the returns of
the result thereof, and said returns have been duly delivered to the Council; and
WHEREAS, it is hereby officially found and determined that the meeting at which this
Ordinance was adopted was open to the public, and public notice of the time, place and purpose
of the meeting was given, all as required by Chapter 551, Texas Government Code.
NOW, THEREFORE, BE IT ORDAINED BY THE TOWN COUNCIL OF THE TOWN OF
PROSPER, TEXAS:
SECTION 1
The Council officially finds and determines that said election was duly ordered, that
proper notice of said election was duly given, that proper election officers were duly appointed
prior to said election, that said election was duly held, that the Town has complied with the
Federal Voting Rights Act and the Texas Election Code, that due returns of the result of said
election have been made and delivered, and that the Council has duly canvassed said returns,
all in accordance with law and the Ordinance calling said election.
SECTION 2
The Council officially finds and determines that the following votes were cast at said
election, on the submitted Propositions by the resident, qualified electors of the Town, who voted
at the election:
Town of Prosper, Texas Special Election Proposition A
THIS IS A PROPERTY TAX INCREASE; the issuance of $92,800,000 of bonds
by the Town of Prosper, Texas, for the purpose of designing, constructing,
reconstructing, improving, extending, expanding, upgrading and developing
streets, roads, sidewalks, thoroughfares and related improvements in the Town,
including pedestrian right of ways, related drainage, utility relocation,
signalization, landscaping, lighting, and signage, and the purchase of land, any
necessary rights -of -way and other costs related to such street and road projects,
and the levy of taxes sufficient to pay the principal of and interest on the bonds.

THIS IS A PROPERTY TAX INCREASE; the issuance of $29,000,000 of bonds
by the Town of Prosper, Texas, for the purpose of constructing, installing,
acquiring and equipping additions, extensions, renovations and improvements to
the police headquarters, with any surplus proceeds remaining after completion of
such project to be used for the construction, acquisition, renovation and
equipment of other public safety facilities in the Town, and the levy of taxes
sufficient to pay the principal of and interest on the bonds.

THIS IS A PROPERTY TAX INCREASE; the issuance of $34,200,000 of bonds
by the Town of Prosper, Texas, for the purpose of constructing and equipping a
new library facility separate from Town Hall with any excess funds used to assist
in the relocation of existing library from Town Hall, and the levy of taxes sufficient
to pay the principal of and interest on the bonds.

THIS IS A PROPERTY TAX INCREASE; the issuance of $24,000,000 of bonds
by the Town of Prosper, Texas, for the purpose of enhancing current Parks and
Recreation offerings by designing, constructing, improving, equipping of parks,
trails, bridges and sports fields and courts and other recreational facilities, and the
levy of taxes sufficient to pay the principal of and interest on the bonds.

THIS IS A PROPERTY TAX INCREASE; the issuance of $2,300,000 of bonds by the Town of
Prosper, Texas, for the purpose of Downtown Prosper Improvements including: renovation of
the three historic silos located west of the railroad tracks and to the southwest of the end of
Broadway Street, additional parking, signage, entryway landmarks, land acquisition, drainage
improvements, and sidewalks, and the levy of taxes sufficient to pay the principal of and interest
on the bonds.

SECTION 3
(a) The Council officially finds, determines and declares the result of the Election to
be that the aforesaid Proposition A has received a favorable majority vote, and that Proposition A
therefore has passed, and that the aforesaid bonds may be issued, and the aforesaid bond tax
may be levied, assessed and collected annually as voted and provided by law.
(b) The Council officially finds, determines and declares the result of the Election to
be that the aforesaid Proposition B has not received a favorable majority vote, and that
Proposition B therefore has failed, and that the aforesaid bonds may not be issued, and the
aforesaid bond tax may not be levied, assessed and collected annually as voted and provided
by law.
(c) The Council officially finds, determines and declares the result of the Election to
be that the aforesaid Proposition C has not received a favorable majority vote, and that
Proposition C therefore has failed, and that the aforesaid bonds may not be issued, and the
aforesaid bond tax may not be levied, assessed and collected annually as voted and provided
by law.
(d) The Council officially finds, determines and declares the result of the Election to
be that the aforesaid Proposition D has not received a favorable majority vote, and that
Proposition D therefore has failed, and that the aforesaid bonds may not be issued, and the
aforesaid bond tax may not be levied, assessed and collected annually as voted and provided
by law.
(e) The Council officially finds, determines and declares the result of the Election to
be that the aforesaid Proposition E has not received a favorable majority vote, and that
Proposition E therefore has failed, and that the aforesaid bonds may not be issued, and the
aforesaid bond tax may not be levied, assessed and collected annually as voted and provided
by law.
(f) The Council officially finds, determines and declares the result of the Election to
be that the aforesaid Proposition F has received a favorable majority vote, and that Proposition F
therefore has passed, and that the aforesaid bonds may be issued, and the aforesaid bond tax
may be levied, assessed and collected annually as voted and provided by law.

We, the undersigned officers of the Town of Prosper, Texas (the "Town"), hereby certify
as follows:
1. The Town Council of the Town (the "Council") convened in a special meeting on
November 13, 2025, at the designated meeting place, and the roll was called of the duly
constituted officers and members of the Council, to wit:

Amy Bartley, Mayor Pro-Tem
Chris Kern, Deputy Mayor Pro-Tem
Marcus E. Ray, Councilmember
Craig Andres, Councilmember
Jeff Hodges, Councilmember

constituting a quorum. Whereupon, among other business, the following was transacted at said
meeting: a written
ORDINANCE BY THE TOWN COUNCIL OF THE TOWN OF PROSPER, TEXAS,
CANVASSING A TOWN BOND ELECTION
was duly introduced for the consideration of the Council. It was then duly moved and seconded
that said Ordinance be adopted and, after due discussion, said motion, carrying with it the adoption
of said Ordinance, prevailed and carried with all members present voting "AYE" except the
following:

2. A true, full and correct copy of the aforesaid Ordinance adopted at the meeting
described in the above and foregoing paragraph is attached to and follows this Certificate; that said
Ordinance has been duly recorded in the Council's minutes of said meeting; that the above and
foregoing paragraph is a true, full and correct excerpt from the Council's minutes of said meeting
pertaining to the adoption of said Ordinance; that the persons named in the above and foregoing
paragraph are the duly chosen, qualified and acting officers and members of the Council as
indicated therein; that each of the officers and members of the Council was duly and sufficiently
notified officially and personally, in advance, of the time, place and purpose of the aforesaid
meeting, and that said Ordinance would be introduced and considered for adoption at said meeting,
and each of said officers and members consented, in advance, to the holding of said meeting for
such purpose, and that said meeting was open to the public and public notice of the time, place and
purpose of said meeting was given, all as required by Chapter 551, Texas Government Code.
3. The Council has approved and hereby approves the aforesaid Ordinance; and the
Mayor and the Town Secretary of the Town hereby declare that their signing of this Certificate
shall constitute the signing of the attached and following copy of said Ordinance for all purposes.
