Factors Affecting Animal Control and Animal Shelter Cost:
•Renewal Fees are based on population; however, prior to FY 2024-2025,
fee calculation did not align with Prosper’s rapid population growth
•$5.7 million expansion and remodel of Animal Shelter
Alternatives for Animal Control Services:
•Continue annual renewal of ILA with Collin County (awaiting updated ILA for
Animal Control)
•Look for opportunities to partner with a neighboring community
•Establish In-House Animal Control Division
•3 FTEs (1 Manager, 2 Animal Control Officers)
•One-Time Costs: $150,000 (2 Animal Control Vehicles)
•Recurring Costs: $280,000 per year
Draft Animal Shelter ILA - FY 2025-2026:
•Base Operations Fee: $1,823,976 beginning October 1, 2025
•3.5% increase per year
•Maintenance and Capital Contribution:
•FY 2025-2026: $140,000
•FY 2026-2027: $190,000
•FY 2027-2028: $240,000
•FY 2028-2029: $290,000
•FY 2029-2030: $340,000
•Costs to be shared by participating cities based on population
•Cities with populations outside of Collin County pay an additional

and issues related to Chapter 271 of the Texas Local Government Code, and
