CITY COUNCIL MEETING juLY8,, 1980
The Prosper City Council met in regular session Tuesday, July 8,,1980
at 7;OOP.m. in the city office with all members present and one
visitor, Don Menser.
The Mayor opened the meeting and asked for a reading of the minutes
of the previous meeting. They were approved.
The Financial Statement, expenditures for June, Statements of In-
come and Balance Sheets were reviewed and accepted.
The Mayor asked the Council to increase the Tax Rate from 1.41 to
1.50 per $100.00 of assessment, explaining that it was necessary
because of the councils decision not to render automobiles for
taxation, causing the city to lose tax income needed to meet the
budget. Motion was made by Danny Webb to adopt the increase,
seconded by Cecil Norris and passed unanimously.
Motion by Danny Webb that the council inform Mr. Dodson that they
are giving serious consideration to the purchase of his water
system and also to investigate the alternative of putting in a
new well. Second by Cecil Norris and passed unanimously.
The mayor reported on the necessity in the near future of repair
to the ground tank at a cost of $11,500.
Motion was made by Cecil Norris to spre4d over the minutes action
taken at the special meeting, June 26, 1980. Seconded by Dan
Christie, and carried. This action being:
1. To issue a non -conforming Building Permit for six months to
C. K. Barnes to refurbish the house moved in on Parvin Street
to meet specified standards.
2. To issue a non -conforming Building PDrmit for six months to
Ruth Settle to refurbish house on Fifth StBeet, meeting standards
stated in her letter of June 19, 1980.
3. To ask Zoning Commission to re -work Zoning Ordinance, making
it more applicable to a small city and including a building code.
4. That the City use Bond and Grant account blances and surplus
in the Water Works account against bank loan of $16,000.00.
The commissioners signed the loan contract with Prosper State
Bank.
-'Cecil Norris asked the council to consider the purchase of 600 ft.
of new fire hose for the Fire Department. The mayor stated they
would do so after payment has been made on the cost of setting
new fire plugs.
