Those Present: Mayor Cockrell, Council members: John Christie,

Call to Order: The meeting was called to order by Mayor Cockrell.

Affairs for a Planning Grant.
David Barnes: After some discussion with Mr. Barnes concerning

onditions as well as the unsightliness of his
property on 7th Street. It was recommended by the City Attorney
that the Council pass a Public Nusuance Ordiance by which they
could file cases such as these in the Municipal Court. Cecil
Norris made a motion to have the Attorney draw up an Ordinance
for the Council consideration at the next meeting.

enc�e.,...,1,o a building permit requested earlier by
Mr. Savoy. The Council had, at that time denied him the permit.
His attorney made the following points and requested that based
uopn these points his permit be granted:
1. The lot on which he made application was and is a "lot
of record" filed with the County Clerk
2. Two letters were received from the former Mayor bearing
his signature granting permission for the subdivision
of the property, and
3. The only non-complaince Mr. Savoy would have in accordance
with the City Zoning Ordinance would minimum lot size and
she felt this should not be considered as his lot is a
previously existing "lot of record;'
Mayor Cockrell made several points in discussion with Mr. Savoy
concerning several structural considerations such as the util-ity
locations, easements for lines as well as the City's requirements
on plans and specifications and Mr. Savoy stated non of these
would be a problem.
At this time Mayor Cockrell stated that he felt the Council needed
to enter into closed session with the Attorney to discuss the options
available. When the Council resumed open session Johnny Johnson
made a mo-yion to table any action until the next meeting. Steve
Bell seconded the motion. Motion carried.

discussion with the Council Mr. Hartwell stated the screen
type required by TDWR would not eliviate the problem, and he
stated he would talk with TDWR and report back at the next meeting.

Audience: 1. Mrs. San Miguel was present to request a trailer
permitfromthe Council. She had a copy of the plat as well as
the required information concerning the location of the trailer
and utility considerations. Doyce Stanton made a motion to grant
a permit for the trailer for a period of one year from Jan 1, 1965.
Steve Bell seconded the motion. Motion carried.
2. Mr. Loggins, from the PISD, was present to discuss
with hhe Council options for school approaches now that the new
school_ improvements were beginning. Several options were dis-
cussed at great length and it was decided to be placed on the
next agenda.
