Call to Order: The Hearing was called to order with all present
except John Christie.
Discussion of Re -Zoning Request as made by Tinqle Builders :
Mayor Cockrell began by making a statement concerning the property,
its location, and the present zoning. He then described the
situation from the day the first slab was poured until tonight.
Mr. Scott Tingle then approached the Council stating that he
felt it had been common knowledge all along that those lots were
marked for duplex construction. The plat from the time of filing
was shown with no regard as to the type of construction would
be placed upon each lot. Mr. Tingle felt his neighbor all knew
these were going to be duplex structures and when he felt the
problem arise he contacted legal counsel and was told there
would be no problem. He then poured the slab on the second
duplex because of what he had heard from his attorney and the
fact the both the Mayor and the City Secretary were to be away
on vacation and the fact that he himself was leaving for a
vacation.
The first citizen to speak was mr. Robert Anzualda. Mr.
Anzualda had bought a lot next door to one of the lots in
question and had Mr. Tingle construct a house on that lot.
Mr. Anzualda stated that he was told there would be no mor duplex
there or he would not have bought that lot. Mr. Anzualda was
extremly upset and requested the Council deny the request.
The Mayor then asked for further comment from the audience or
the Council. There was a brief discussion between the Council
and Mr. Tingle concerning the street numbering system and how
it might relate to the general acceptance of duplexes being
placed on these lots.

Special Meeting
Tuesday, August 20, 1985
City Hall 7:15 pm
Those Present: Mayor Cockrell, Council members: Steve Bell,
Dayce Stanton, Cecil Norris, Johnny Johnson. Absent from the
meeting was John Christie.
Call to Order: The meeting was called to order by mayor Cockrell.
Consideration and Approval of an ordinance Amending the Cit_y's
Zoning Ordinance to 2F on Lot 4, Block 2 Prosper Central Add.
AND Lots 3 7 4 Block 1, Prosper Central Addition After much"
discussion Steve Bell made a motion to deny the request on lots
4, blk 1 and lot 4 blk 2 but to grant the re -zoning on lot 3
blk 1. Johnny Johnson seconded the motion. The motion died as
Steve Bell and Johnny Johnson voted for and Cecil Norris and
Doyce stanton voted against. The Mayor abstained from voting
stating he wished the subject to be tabled until the next meeting
when the full Council was present. Steve Bell then made a motion
to table the Ordinance until a special meeting Monday, August
20, 1985 at 8:00 pm. Cecil Norris seconded the motion. Motion
carried.
Mr. Joe Gallegoes - Trailer Permit Extension Request: Mr. Joe
..........
Gallegoes came before the Council to request an extension on
his current trailer permit. Council, feeling the trailer was
in the neighborhood of several trailers, and would probable be the
first one to leave within a two year period anyway, made a motion
voiced by Doyce stanton to grant Mr. Gallegoes a two-year
extension from this date to relocate his trailer. The motion was
seconded by Cecil Norris. Motion carried.
Mr. Jay Marcom - Discussion with Council Concerninq the Police
D�aitment: After some discussion with the Council by Mr.
marcom concerning salary and benefitsSteve Bell made a motion
to hire Mr. Jay Marcom as police chief of the City of Prosper at
a salary of $15,000.00 annually plus a $500.00 per month car
allowance plus all added benefits provided to city employees.
Thee above to be effective immediately. Doyce Stanton seconded
the motion. Motion carried.
Cecil Norris then made a motion to approve a Resolution to state:
Whereas, The City of Prosper, Texas has created the position

of Chief of Police by Ordinance No ..°.._. dated �.,,,t�
The Ordinance provides for the transfer to the Chief of olice
of all peace -keeping duties and powers of the Town Marshall to the
Chief of Police. Whereas, the transfer of such duties to the
Chief of Police willl leave remaining in the Town Marshall
no signifigant functions as a peace officer or other municipal
dutues; and, Whereas, Jay Marcom a qualified and certified
peace officer has been appointed Chief of Police,
Now, therefore, be it hereby resolved by the City Council of
The City of Prosper, Texas:
The salary of the Town Marshall shall be reduced to One
Dollar ($1.00) per year effective September 1, 1985. Doyce
Stanton seconded the motion. Motion carried.
Adjourn: Cecil Norris made a motion to adjourn. Steve Bell secoded
the motion. Motion carried.
