Doyce Stanton seconded the motion. Motion Carried. Discussion with City Attorney Concerninq Special Assistance Proqram For Police Department City Attorney, John Shampton introduced to the Council Mr. Jay Marcum. Mr. Marcum is interested in forming a police department for the City of Prosper. He outlined a plan he had been working on with the City Attorney in which through through the awarding of grants monies and the renovation of some existing building a large jail unit could be constructed, used by a local force for their purposes as well an overflow facility for area jurisdictions, at a cost. Basically, Mr. Marcom felt that by using grant monies for construction and user fee monies for continued operation the City of Prosper coulp feasibly provide a 3-5 man force fro the same cost of the existing law enforcement. Mr. Marcom , after reviewing this plan, reintroduces himself and told the Council a little of his background and experience with the law enforcement business. He lives in Plano and has been a patrolman for Plano for 7 years, before that he was with the Highland Park Police Department. He know is in business for him self manufacturing amunition and consulting work for police department with brutality cases against them. Mr. marcom also discussed with the council the way in which he would like to run the department and several items having to do with procedures. The Council took no action at this time, except to say they were interested in a police department with a police chief. They instructed the City Attorney to draw up the necessary papers toestablosh a police deaprtment and to check on the legal ramifications of our existing City Marshall, as to what his duties are, will be, and how the Council might act tword the office of City Marshall.
