Those Present: Mayor Cockrell; Council members: Steve Bell,
lo n ristie, Doyce Stanton, Johnny Johnson, Cecil Norris.;

neighbor, Mr. Jim Timms was also present to supply comment.
Call to Order: The Public Hearing was called to order by Mayor Cockrell.
At
this time he explained the reason for the hearing being a re-
zoning request made by Mr. Charles Niswanger on the property
located and described as follows:
1.4200 acres of land from abstract 147 tract
119 of the Collin County School Land Survey.
Mayor Cockrell then asked the audience for any comment or discussion
concerning the request. Mr. Timms stated that being the closest
property owner, if any objection were raised it would be from him,
however he had none and hoped the Council would approve his request.
When no others from the audience spoke, Mayor Cockrell stated that
two property owners called in response to the letters they had received,
Ms. Ginny Constant and Mr. Lee Gilmer. Both stated they had looked
at the proposed plans and were in favor and had no objections.
As no further comment or discussion was offered, the public hearing
was adjourned.

phases of raplexes. Phase One would contain four (4) buildings
on Main Street. The property is property currently under the name
of David Baxter and is locatedon Main Street and between Second and
Third Street. The legal description of the property is as follows:

Plans were submitted as well as pictures of apartments in other towns
and specifications of the buildings were reviewed by the Council.
A re -zoning request was made on a portion of the property. Most of
the property was zoned in allowance of multi -family, however a portion
is zoned single-family.
The City Council and the City Engineer explained the restrictions and
regulations of the Zoning Ordinance to carry out a re -zoning request
and advised a careful study, on their part, of the Subdivision
Ordinance before submiting any plats. The Mayor called a Public
Nearing to be held on the request on April 99 1985 at 7:00 pm at
the City Hall.

The Contract is in the amount of$2400.00. John Christie seconded
the motion. Motion carried.

studied before a decesion was made. However, Doyce Stanton made a
motion that in the mean time the City would hire their own Engineering
firm of Jones and Boyd (at their hourly rate) to handle the inspections
at Northchase Estates. Johnny Johnson seconded the motion. Motion
carried.
Audiences Mr. Johnny Morrow, Utility Supt. for Prosper was present
Fo'W ask -the Council to consider the purchase of a new pump. After
a short discussion with the engineer the Council told him to gather
some prices for their study at the next meeting.
Bills: Cecil Norris made a motion to pay the bills except the one
from A-Tronics as the radios were still not working. Steve Bell
seconded the motion. Motion carried.
Steve Bell made a motion to adjourn. Johnny Johnson
