Consider and act upon the minutes of the May 8, 2025, Parks and Recreation Board meeting. Motion to approve by Benson, seconded by LaFerney. Motion approved 7-0. 3. Comments from the public. No comments from the public. 4. Consider and act upon Raymond Community Park Sod Installation. Baker presented on Raymond Community Park sod installtion. Motion to approve by Benson, seconded by Little. Motion approved 7-0. 5. Consider and act upon an agreement with Prosper Area Soccer Organization for Raymond Community Park Lighting. Baker presented on an agreement with Prosper Area Soccer Organization for Raymond Communtity Park Lighting. Discussion was held about the lighting proposal. Item postponed to the August 14, 2025 Parks and Recreation Board Meeting 7. Receive staff updates: Recreation, Park Development, Park Operations, and Director. Stone shared updates on special events Survey Update: 351 total responses. The final results will be brought to the August meeting Prosper on Tap: Blooms and Bubbly Success Mother's Day weekend was a lively one in Downtown Prosper as the Town and event partner SBG Hospitality hosted the inaugural Prosper on Tap: Blooms & Bubbly. Held from 11 a.m. to 3 p.m., the event was a resounding success, with 250 registered attendees enjoying perfect weather and high praise from both guests and business owners. The event featured samplings of alcoholic and non-alcoholic specialty beverages from local establishments along BroadwayStreet. Participating merchants and entertainment spots included: A Joyful Mess, Black Hawk Brewery, Ciao Bella by Catherine, Famous In Oregon, Lily Claire, Prosper Blooms & Gifts, The Rustic Warehouse, The Tavern on Broadway, and Texas Amps & Axes: Shop and School of Music. Blooms & Bubbly is the first in a four-part 2025 Prosper on Tap Sip and Stroll series, designed to create fun, adult -friendly experiences while driving traffic to Downtown and supporting local businesses. The Town of Prosper looks forward to continuing this successful partnership with SBG Hospitality. Memorial Day Ceremony Draws a Crowd On May 26', approximately 250 community members gathered at the Frontier Park Pavilion for the Memorial Day Ceremony. The event included remarks by Mayor David Bristol, Congressman Pat Fallon, and a representative from Senator Ted Cruz's office. The program featured patriotic tributes and concluded with the groundbreaking ceremony for the Prosper Veterans Memorial, a project led by the Prosper Rotary Club to honor U.S. Armed Forces veterans. Upcoming Events: Prosper Jam Off — June 15-June 30 Pride in the Sky — July 1 Prosper on Tap: Bourbon Beer & Bubbly — July 19 Christmas in July: Christmas Festival Applications — July 1 Page 2 of 4 Helton provided updates on recreation Proposed Cricket Pitch Use: A proposed flat fee of $70.00 per hour for cricket pitch use was introduced, based on current turf and grass rental rates. The pitch spans two soccer fields and will be available for weekend rentals only at this time. Each reservation is limited to two hours and must be submitted and paid for at least 48 hours in advance. Reservations must be made electronically through the Recreation Division during Parks and Recreation business hours. Any violation of park rules will result in loss of use without refund, and damages will incur fines. Rental opportunities opened in mid -April, with signage now posted at Lakewood. QR codes are available on -site for field rental requests and to view the facility schedule. There have been four total paid reservations so far, with no issues reported. 407 Recreation Center Improvements: The facility recently received flooring renovations, replacing the carpet that was originally installed during the 2019 renovation. The updated flooring has improved cleaning efficiency and supported the expansion of programming offerings. Notably, no programs were canceled during the renovation process. Beilharz presented updates on park development: Raymond Community Park: Construction progress continues across multiple areas. Work on the restroom and concession building is moving slowly due to weather delays. Moisture conditioning for the pickleball and tennis courts has been completed, and shade structures are currently underway. The installation of fencing for the baseball fields is well underway, and the concrete work for the baseball backstops and seating is nearing completion. Doe Branch Trail Connections: The project has reached 100% plan completion, with the bid process scheduled to begin next week. Construction is expected to start in late summer 2025 and be completed by spring 2026. Planned improvements include widened sidewalk connections along Gee Road and a new trail connection across the floodplain. New Playground Shade Structures: New shade structures were installed at Pecan Grove Park, Prairie Park, and Preston Lakes Park. Furr presented on park operations updates: Recent maintenance efforts included mulch installation at Frontier Park and Town Hall, along with irrigation system maintenance supporting the splash pad. Soccer equipment was removed, and fertilization was completed for the soccer fields at Frontier Park. Staff also repaired main line irrigation leaks at both Town Hall and Lakewood Park and applied fertilizer to median areas throughout the community.
