The meeting was called to order at 6:00 p.m.

Consider and act upon the minutes of the April 10, 2025, Parks and Recreation
Board meeting.
Motion to approve by Benson, seconded by LaFerney. Motion approved 5-0.
Comments from the Mayor.
Mayor Bristol addressed the Parks and Recreation Board, expressing his appreciation
for their continued involvement and dedication. He thanked the board for their efforts in
reviewing the Parks, Recreation, and Open Space Masterplan and encouraged them to
remain actively engaged.
Continuing the topic of the master plan, Mayor Bristol recommended the consideration of
larger park signage, including posted rules and contact information for use in the event
of park closures. He cited Lakewood Park as an example for this recommendation.
Mayor Bristol noted the upcoming budget planning season and mentioned the potential
of a Park Warden position for discussion. He encouraged the board to help raise
awareness within the community about the use and safety of e-bikes.
Mayor Bristol mentioned a meeting that was held with himself, the Town Manager and
the Director of Parks of Recreation, to discuss the growing interest in cricket and the
need for appropriate field space. He advised that players requesting field use be mindful
of appropriate scheduling and usage to avoid conflicts and potential misuse.

Comments from the public.
Resident Satya Prakash, 811 Foxfield Court spoke regarding access to Folsom Park
grass area for recreational cricket games. Prakash is asking for clarification on whether
or not cricket is allowed to be played on fields that are not in use.
4. Receive staff updates:
Baker introduced Randy Breeding, the new Park Planning Manager. Breeding gave a
brief introduction of himself to the board.
Baker presented on special events:
National Day of Prayer: Approximately 130 members from the community gathered for
the National Day of Prayer at Prosper Town Hall, located at 250 W. First St. The event
began with music and a time of gathering at 11:30 a.m. in the south parking lot. This
was followed by a prayer and worship service from noon to 1 p.m. at the same location.
Local pastors and community leaders led the special time of fellowship, prayer, and
worship, which welcomed all who wished to unite in lifting up the nation. While a limited
number of chairs were provided, many attendees brought their own lawn chairs.
Upcoming Events:

Survey Update: 81 total responses as of May 7tn
Helton presented recreation updates:
PYSC Field Usage: PYSC athletic field usage tracking began in 2015. The addition of
synthetic turf fields happened in 2018.
Beilharz presented park development updates:
Raymond Community Park: Currently working on the restroom and concession stand
building. The construction is progressing slowly. Moisture conditioning for the pickleball
and tennis courts is complete. Baseball field fencing is underway. Baseball backstops
and seating are almost complete.
Parvin Park aka Downtown Park: 100% of plans are completed. The bid process is to
begin May -June 2025. Construction is set to begin in July-ish. Construction should be
completed in late 2025.
Doe Branch Creek Erosion Control: Project is fully completed.
Furr presented park operations updates:
Town Hall: Completed turf installation at Town Hall.
Frontier Park: Installed a new baby changing table at Frontier Park and repaired a
main line break at the tee fitting.

Baker presented updates on field lighting and multipurpose field sodding at Raymond
Community Park:
Field Lighting: The total project cost is estimated to be $1.8 million - $2 million. PASO
funding opportunity. Currently, $500,000 prior to Lakewood Park donation and
$200,000 money market. For fall, $250,000 available after fall registration. PASO has
proposed to contribute $200,000 per year until total cost has been recovered. The CIP
subcommittee chose not to pursue the option, prefers the town cover the remaining
project cost.
Field Sodding: The total cost is $400,000 after credit for hydromulch seed.
Multipurpose fields will not be available for play until the earliest Spring of 2026, and
most likely summer of 2026, if they are seeded. Sodding the fields will make the fields
playable for the Spring 2026 season. CIP subcommittee is in favor of the added cost for
sod to accelerate the time the park will need for grow -in.
5. Request for future agenda items
LaFerney and Benson requested a presentation on the Town's plan for the future of
cricket.
Metcalf requested an update on the sports that have unmet demand.
LaFerney requested an overview on how many parks are requiring park signage.
Shamsy requested an update on park ordinances.
