Bond Capacity
Prioritization process based on:
•Getting design money issued for the big facility projects
•Already designed infrastructure projects
•Projected operating costs and the need to phase that in (i.e.Opening both recreation center and library in the same year)
•Whether recreation center is bond or public-private-partnership
Remember-this is a no tax rate increase election:
•Faster than expected A/V growth-projects move up
•Slower than expected A/V growth-projects move back

At the April 3rd meeting, two Options were developed:
Option A –$183,500,000
•Streets -$84,300,000
•Police Facility Expansion -$29,000,000
•Library -$34,200,000
•Recreation Center -$36,000,000
Option B –$175,000,000
•Streets -$84,300,000
•Police Facility Expansion -$29,000,000
•Library -$34,200,000
•Parks Improvements (New parks, park amenities, trails) -$15,200,000
•Silo Renovation -$2,300,000
•Public Works/Parks Facility -$10,000,000
•Public/Private Partnership for Recreation Center
Consideration of an Additional Option
Since the last meeting, a third option was developed based on community and leadership feedback and the defeat of the Frisco Performing Arts at the May elections:
Option C: Total: $183,800,000
•Streets: $84,300,000
•Police: $20,000,000
•Library: $34,200,000
•Public Works/Parks Facility: $10,000,000
•Vote on Rec Center: $33,000,000
-Other option: Allocate $33,000,000 to the various Parks Improvements (Trails, additional parks, courts, playgrounds etc.)
•Silo Renovation: $2,300,000
Additional Considerations for Option C
Each Quality of Life Item (i.e. non-essential services) includes:
•Library
•Recreation Center
•Silos
Should have overwhelming/strong consensus from the
Committee to be included in as a referendum item.
Permanent Service Center building should also have
overwhelming committee support to be put on the ballot.
