Consider and act upon the minutes of the March 13, 2025, Parks and Recreation
Board meeting.
Motion to approve by Benson, seconded by LaFerney. Motion approved 5-0.
Comments from the public.
Resident Rajkumar Palanisamy, 3000 Whitby Street submitted an online comment
request form. Knox read the comment:
Dear Parks and Recreation Board Members, Thank you for your efforts in bringing the
new cricket field to our community. We appreciate the reservation rules to ensure fair
access for residents. With that in mind, I respectfully request the following: Lower
Reservation Fee: The current fee is too high for many residents. Please consider
lowering the fee for residents and charging a higher fee or restrictions for non-residents
to prioritize residents use. Youth Access to Cricket: PASO & PSBA has been great for
Youth Soccer & Youth Baseball in Prosper. A similar opportunity for youth cricket would
be fantastic for youth participation. Thank you for your attention to this matter and your
continued work to improve our community.
Consider and act upon Windsong Community Park Master Plan
Beilharz presented the Windsong Community Park Master Plan.
Staff recommends approving the Master Plan for Windsong Community Park.
Motion to approve the staff recommendations made by LaFerney, Seconded by Little.

6. Receive staff updates: Special Events, Recreation, Park Development, Park
Operations, and Director.
Special Events:
• Appreciation: Thanks extended to Uncle Bekah, Town Divisions, and Downtown
Businesses for their support.
o Upcoming Events:
o National Day of Prayer.' May 1, 12-1:OOPM
o Memorial Day Ceremony: May 26, 10:00 AM
o Sip & Stroll Event: Blooms and Bubbly, May 10tn
• 2025 Special Events Survey: Planning is in progress. Survey launches in May
to gather community input for future event planning and budgeting. Residents are
encouraged to share the survey widely.
Recreation:
The 2025 P-Town Throwdown, held on March 29 at Reynolds Middle School in
Propser, showcased the growing popularity of pickleball with 26 participants
competing in Mixes Doubles across Recreational and Competitive divisions, with
medals awarded to the top two teams in each.
Park Development:
Raymond Community Park:
Work on the restroom / concession building is approx. 80% complete. Moisture
Conditioning for the pickleball and tennis courts is nearing completion. Irrigation work is
approx. 80%. The playground concrete border is being formed.
Doe Branch Creek Erosion Control:
Construction is underway to armor the creek banks and the abutments for the mountain
bike trails bridge. Project completion expected by late summer 2025.
Park Operations:
Replaced the worn swivel on the tire swing at Windmill Playground. Replaced the broken
backrest at the adult workout station. Remounted the sign that had been knocked down
at Frontier Pond.
Planting completed along west first street. Installed flags to mark planting areas in the
medians.
