PUBLIC HEARING - ARCHER REZONING
TUESDAY, AUGUST 13, 1996
CITY HALL - 109 S. MAIN STREET 7:00 P.M.
THOSE PRESENT: MAYOR COFFMAN, COUNCILMEMBERS; JIM DUNMIRE, BILL
NISEWANGER, RALPH BOYER AND GRADY SMOTHERMON. DAVID FERGUSON WAS
ABSENT.
CALL TO ORDER: MAYOR COFFMAN CALLED THE MEETING TO ORDER
THE PROSPER CITY COUNCIL HELD A PUBLIC HEARING TO HEAR COMMENTS FROM
CITZENS ON THE REZONING OF 47.416 ACRES FROM SINGLE FAMILY I TO SINGLE FAMILY
II, AND ONE FIVE (5) ACRE COMMERCIAL TRACT.
HELEN EVE LIEBMAN ALONG WITH PHIL JOBE, DEVELOPER, EXPLAINED THE DIFFERENCE

WOULD BE A 2500 SQUARE FOOT MINIMUM AND ALL HOUSES AND NO LOTS WOUOLD BE
SMALLER THAN 10,000 SQUARE FEET. MOT LOTS AT 90' X 145'.
COMMENTS FROM THE CITIZENS:
RICHARD WEBER - WAS CONCERNED ABOUT HICKORY CREEK DRIVE. PHIL JOBE
ASSRUED MR WEBER HE WAS DOING NOTHING WITH THE ROAD.
LINDA MAHARD - HAD CONCERNS ABOUT FENCING. PHIL JOBE REPORTED THAT HE WAS
NOT FENCING, IF THE HOME OWNERS IN THE DEVELOPMENT HAVE FENCES, ALL WILL BE
ALIKE PER DEED RESTRICITONS.
WANDA JONES - WANTED TO KNOW IF THE CITY WOULD ENFORCE DEED RESTRICTIONS.
MRS. JONES WAS TOLD NO, THIS WOULD BE DONE BY THE HOMEOWENRS ASSOCIATION,
NOT THE CITY.
PROPERTY OWNERS AROUND THE DEVELOPMENT WSA CONCERNED ABOUT THE
BUILDERS AND WHO WOULD GOVERN THEM. MR, JOBE REPORTED THAT AN
ARCHITECTURAL COMMITTEE WOULD GOVERN THE CUILDERS INSIDE THE
DEVELOPMENT.
