THOSE PRESENT,:, MAYOR COFFMAN; RALPH BOYER, JIM DUNMIRE, CHARLES NISWANGER, LARRY TRACEY AND JANET PHILLIPS CALL TO ORDER: MAYOR COFFMAN CALLED THE MEETING TO ORDER. DAVID CA, TRO- I)ISCUSSION ON TERMS OF ANNEXATION INTO THE CITY OF PROSPER: DAVID CASTRO WITH PIONEER CONCRETE MET WITH THE COUNCIL TO DISCUSS THE ANNEXATION OF THEIR LAND LOCATED ON THE WEST SIDE OF CR 27. THE CITY HAD PREVIOUSLY PROPOSED FOR PIONEER TO DEDICATE THE WATER WELL THEY ARE DRILLING TO THE CITY, IN RETURN THE CITY WILL WAIVE IMPACT FEES AND GIVE THEY $50.000.00 TO USE IN WATER BILLS OVER THE NEXT 4 YEARS. DAVID ADVISED THAT PIONEER IS IN AGREEMENT WITH THE CI'TY'S OFFER. THE CITY ASK FOR RESULTS OF WATER SAMPLING FROM THEIR NEW WELL AND THEN 2 COUNCIL MEMBERS WILL MEET WITH THEM, IF THERE ARE STILL THINGS TO BE WORKED OUT, IT WILL BE PUT ON THE NEXT AGENDA. DAVID TOLD THE CITY THE WELL IS PUMPING 125 G.P.M. THE PUMPAGE CAN BE INCREASED BY INSTALLING A LARGER CASING. P & Z -DISCUSSION ON UPDATE OF CITY'S ZONING ORDINANCE: THE P&Z HAS ASK FOR A MORATORIUM ON ISSUING Am�___......-.._..._�...._ NY ADDITIONAL COMMERCIAL OR RETAIL BUILDING PERMITS IN THE PROPOSED "PRESTON CORRIDOR" UNTIL WHICH TIME THE COUNCIL HAS TIME TO ACT ON, HOLD PUBLIC HEARINGS, AND ADOPT A DEVELOPMENT ORDINANCE. BRUCE SMITH WITH BLUE STAR LAND OFFERED A FEW CHANGES IN THE ORDINANCE THE P&Z IS WORKING ON AT PRESENT. BRUCE WILL DRAFT SOME WORDING FOR THE ORDINANCE AND E-MAIL TO JANET PHILLIPS. P&Z ASK BRUCE FOR ANYTHING HE COULD CONTRIBUATE. DISCUSSION WITH MA"I'''I" SAVI` Y ON PRECISION ADDITION: MATT SAVOY MET WITH THE COUNCIL ON THE CLARIFICATION OF PRECISION ADDITION MAINLY THE IMPACT FEE AMOUNTS. THE MAYOR TOLD MATT HE WOULD OWE ONE (1) IMPACT FEE FOR WATER AND ONE (1) FOR SEWER FOR EACH OF THE 17JN (10) WAREHOUSES.THE COUNCIL TOLD MATT THEY WOULD LET HIM PAY THE FEES WHEN THE BUILDING PERMITS ARE ISSUED FOR EACH BUILDING. MATT IS TO CONSTRUCT STREET TO CITY SPECIFICATIONS AND DEDICATE IT TO THE CITY OR GIVE EASEMENTS FOR UTILITIES. THE CITY WILL REVIEW WATER USAGE WHEN OCCUPIED AND JUDGE ACCORDINGLY. CITY WANTS IN WRITING LAND SCAPING AND SITE PLANS OF BUILDINGS AND GENERAL INTENTIONS. DON CURT IS & DAVID SICILANO - DISCUSSION ON DEVELOPMENT OF LAND 1N ETJ: DON & DAVID MET WITH THE COUNCIL ON THE DEVELOPMENT OF 80 ACRES ON THE N.W. CORNER OF BUSINESS 289 AND CR 48. THEY ARE PROPOSING TO DEVELOP THE LAND IN 1/4 ACRE LOTS, BEING 225 HOMES. THEY WILL CURB & GUTTER THE STREET AND BUILD AFFORDABLE HOMES FOR THE FIRST TIME HOME BUYER. THEY ARE PROPOSING TO RUN WATER & SEWER LINES TO BE REIMBURSED WITH IMPACT FEES. THE HOMES WOULD BE AROUND 1700 SQUARE FEE AND RANGE IN PRICE FROM $130,000.00 TO $180,000.00. CR 48 IS ON THE COUNTY THROUGHFARE PLAN AND WILL SOMEDAY BE A FOUR LANE DIVIDED ROAD USUALLY THE DEVELOPER IS RESPONSIBLE FOR HIS PORTION OF THE ROAD BUT NOTHING ON THE ROAD WAS DECIDED. THE COUNCIL TOLD MR. SICILANO THIS TYPE OF DEVELOPMENT IS NOT WHAT THE CITY WOULD LIKE TO SEE HAPPEN HERE IN PROSPER. THEY WOULD LIKE TO SEE HOMES BUILT ON AT LEAST 1/3 ACRE LOTS. THE COUNCIL EXPLAINED THEY DO NOT WANT THE IMAGE OF A "STARTER HOME COMMUNITY". THEY WOULD LIKE TO SEE LARGER LOTS AND LARGER HOMES, MAYOR COFFMAN ASK DAVID TO CHECK WITH THE SCHOOL TO SEE WHAT THEIR FEELING ARE ON LTHIS DENSE DEVELOPMENT. NO ACTION WAS TAKEN.
