Regular City Council Meeting
Tuesday, May 9, 2000
Prosper High School Library — 605 E. Seventh 7:00 P.M.
Work session beginning at 5:30 p.m. with Paul Anderton and Randy Johnston.
Work session beginning at 6:00 p.m. with the Shelton Group.
Those Present.: Mayor Coffman, Jim Dunmire, Larry Tracey, Janet Phillips, and
Charles Niswanger.
.Call to order.: Mayor Coffman called the meeting to order.
First Public Hearing. lea Cima Annexation: Two comments from audience in favor of
keeping large lots on the East side of SH 289. Public hearing was closed at 7:20 p.m.
First . Public Heariniz. Hi Bland Meadows Phase 2 & 3 Annexation: Steve Folsom
gave brief description of the property and answered two questions from the audience.
Public hearing was closed at 7:25 p.m.
Consent Items: Motion by Larry Tracey and seconded by Janet Phillips to approve
the consent items. Motion carried.
Comments from Citizens: John Cockrell was present and opposed the fireworks
ordinance. Two other citizens agreed with Mr. Cockrell. Larry Tracey will work
with Mr. Cockrell and try to find a "safe area" to use fireworks in. No action was
taken.
Radean Herron Tare A/C, Renort: Radean was not present but submitted her report.
Motion by Larry Tracey and seconded by Janet Phillips to approve the report.
Motion carried.
Ronnie 'fucker. Fire Chief; Report: Ronnie was present and gave his report.
The cost of ambulance service from Frisco will increase to a minimum of $50,000.00
per year beginning October 1, 2000. Frisco also requests that Prosper hire a full-time
paramedic to be on scene when Frisco EMS arrives. The approximate salary for this
employee would be $50,000 per year, including benefits.
Ronnie is working on a donation letter in which proceeds would be used for the
purchase of an additional thermal imager.
Ronnie is also investigating a storm warning system for Prosper with a tornado alert.
Prosper was #1 at Fire Academy for May Day this year. Bill Little and Eric
Kruckenberg earned Prosper the spot among all competing, paid fire departments in
our surrounding towns.
Motion by Janet Phillips and seconded by Jim Dunmire to keep a standing bid amount
of $40,000.00 and allocate current capital expenditure for calendar year for the
purchase of a reserve fire truck for the Fire Department. Motion carried.

Canvass return�figam Ray 6.200U_election: Motion by Jim Dunmire and seconded
by Larry Tracey to accept the canvassing of the votes from the May 2000 election.
Motion carried.
Action on Web L ev l .pnaent: Motion by Larry Tracey and seconded by Charles
Niswanger to approve the Web Development which will be fully funded, including
setup and monthly maintenance, by the Prosper E.D.C. Motion carried.
Scott Fisher -Request for variance on storg iuildu�at 1206 Chandler Circle: tabled
until the May 16, 2000 meeting. No action was taken.
Claris Peters-retauest for variance on aaraae at 1219 Chandler Circle: Tabled until the
May 16, 2000 meeting. No action was taken.
Adiourn: Motion by Janet Phillips and seconded by Larry Tracey to adjourn. Motion
carried.
