Call to order: Mayor Pro -Tem, Jim Dunmire, called the meeting to order. ,Consent Items: Motion by Larry Tracey and seconded by Charles Niswanger to approve the consent items. Motion carried. Presentation of gift tQi Boyer: -Tem, Jim Dunmire, presented Mr. Boyer _RqIpL r: Mayor Pro with " watch in appreciation of his many years of City Government service. Comments from Citizens: Mr. Kilpatrick with the High School Newspaper was present along with one of his students. He gave an overview of the news staff and the awards won by the students. Forrest Bentley inquired on the new water well. RonnieTucker, Fire Chief —Report: Mr. Tucker was not present. Action and app vat of Ordinance Drohibitine Fire Works in the Town ofProsper Two citizens were present and in favor of the prohibition of fire works. Motion by Charles Niswanger and seconded by Janet Phillips to approve the Ordinance. Larry Tracey was opposed. 2 for, I against, Motion carried. Steve Witt -, Discussion on drah e ofILs p lation to Goff lJornes: Steve Witt was present and gave the council an update on his property drainage problem with Goff Homes. Goff Homes has not made any attempts to correct the situation and is not using the original plans that Goff and Mr. Witt agreed on. The council will work with Mr. Witt on the situation. Action and appipval of settine fee for Svriqkler Sy -stem Inspections: Motion by Larry Tracey and seconded by Janet Phillips to set the inspection fees at $30.00 per inspection. Motion carried. Action and anroval ofDcvelo !pppt_Ah G g�eenicnt with Creek Phase 2: The V Development Agreement has already been approved but was just returned by the attorney for council signature. Mayor Pro -Tem, Jim Dunmire, signed the document. Discussion on easements for CR 80: Three property owners are not agreeable to give easements to the developers of Gentle Creek for pavement of CR 80. The City will work with City Attorney and property owners to secure the easements. Consideration ofap .1.)q2y;4t,cjfPreIiniinary Plat for Gentle Creek Phase 3: Motion by Larry Tracey and seconded by Janet Phillips to approve the preliminary plat, including the Golf Course, 501 lots, and approximately 470 acres of land. The Golf Course will be platted separately on the final plat. Motion carried. Tim Morris recommended running a 12" water line from North from Northchase Estates to CR 81. E on CR 81 to CR 80. North on CR 80 into the entrance of Gentle Creek. Also, run the line from CR 81 across CR 80 and E on CR 122. David Whitsett wants to run an 8" line off the existing 12" on FM 1461 down CR 80 and into the West entrance of Gentle Creek Phase 3. Prosper Land Company will commit a total of $600,000.00 towards water and sewer line costs. The money can be given to the City to use at their discretion for the lines. Prosper Land Co. also agreed to revise the location of sewer lines and move them from underneath the streets into the utility easements. Authorization on advertisement for bids on new water well: Motion by Larry Tracey and seconded by Janet Phillips to advertise for bids on new water well. The council will offer a $2500 early completion bonus for completing the project 30 days early. They will also impose a $300 per day penalty for late completion (over 180 days total). Motion carried. Consideration of study wilb NCTCOG aerial Photos: The City will request sample photos from COG and the item will be put back on the May agenda. No action was taken. Action on franchise ordinance with Friendship Cable: tabled. Adiown: Motion by Larry Tracey and seconded by Janet Phillips to adjourn.
