03.21.2000 Town Council Minutes (Special)147 Special City Council Meeting Tuesday, March 21, 2000 City Hall - 109 S. Main Street 7:00 P.M. Those Present: Mayor Coffman, Jim Dunmire, Larry Tracey, Janet Phillips, and Charles Niswanger. Call to order.: Mayor Cofrman called the meeting to order. Kerry Russell -- Discussion and action on Applying for CCN for City cif PrQ. s apgrL entire E.T.J.: Mr. Russell was present and met with the council on applying for CCN for City's E.T.J. for water and sewer. Once the CCN is obtained, Prosper would have total rights to serve our entire E.T.J. However, Prosper would also have the responsibility to provide service with in a reasonable period of time, if requested. The obligation to serve applies when the developer or sub -division meets the City's terms (sub -division ordinance). The approximate cost for obtaining the CCN, if uncontested, will be $2500.00 to $5000.00 Motion by Janet Phillips and seconded by Larry Tracey to file for water CCN for all uncertificated areas within Prosper's E.T.J. and wastewater CCN Ibr entire E.T.J. Motion carried. Jennifer Finley and Shirley Jackson will fill out application and submit to Mr. Russell. The process will take approximately 45-60 days to obtain CCN. Action on awreenient with Lela'Weerus on water line easement: Paul Browning was present in representation for Ms. Weems, The Council is proposing an approximate $5,000.00 offer for the water fine easement running through Ms. Weems property. Central Appraisal District will not allow the City to grant Ms. Weems tax abatement in exchange for the easement. The Council will meet again with Mr. Browning and have City Attorney begin preparing Agreement for Ms. Weems. No action was taken. Action and appgv4l of feasibility study, for Upp Trinity Waste Water Develooment: g_ -g-r_ - The Council instructed Bill Little to prepare and forward the information that Upper Trinity has requested from the City. However, Prosper will not pay the $3636.36 wastewater study fee. No action was taken. Re nest for variances at 617 Creek View Drive and 603, Creek View Drive: Motion by Larry Tracey and seconded by Jim Dunmire to approve the variances at 617 and 603 Creek View Drive. Motion carried.
