Those Present* Jim Dunmire, Charles Niswanger, Janet Phillips and Michael Perry. Jeff
Walker and Darin Riggs were not present.
Call to Order: Mayor Dunmire called the meeting to order.
La Cima Annexation- 2"4 Public Hea±=. Public hearing opened at 7:05pm. Steve Folsom
was present for questions. Charles Niswanger expressed concerns regarding CR78.
According to Steve Folsom, that is not an annexation issue, but rather an issue that should
be discussed with the developer John Pappagolos during rezoning.
No comments from citizens. Public hearing closed at 7:10pm.
Chuck Green Annexation - 2"d Public Hearing: Public hearing opened at 7:10pm. No
comments from citizens. Public hearing closed at 7:11pm.
Highland Meadows Phase 2 - AcceDtance of Final Plat: Steve Folsom presented Council with
a copy of the final plat. A letter from City Engineer Travis Roberts was also presented to the
Council. The letter recommended the acceptance of the final plat contingent upon the
completion of several items.
Mayor Dunmire recommended that building permits be withheld until appropriate fees have
been paid. Water impact fees will be paid upfront.
Motioned by Janet Phillips and seconded by Charles Niswanger to accept the final plat for
Highland Meadows Phase 2 contingent upon completion of the items listed in the
recommendation letter from Travis Roberts. Motion carried.

Hodges presented Council with site plans for the proposed Town Hall Center at Hwy. 289.
The plans had been reworked in accordance with the concerns voiced at the last Special
Council Meeting with Mr. Hodges and Mr.. Harris.
Some of the changes included the addition of a community center in front of the main City
Hall building. In between the City Hall and the community center will be a grassy plaza also
available for activities. The square footage lost in the addition of a community center was
gained back in these plans through the restaurant and c -store located at the southwest
corner.
The proposed streets in the plan virtually remained the same as originally presented,
preserving the ability to shut down roads for special events while having little effect on the
surrounding businesses.
Council had many concerns at the prior meeting in regards to the industrial/warehouse
buildings. Hodges addressed these concerns by replacing the industrial/warehouse with
generic commercial tracts and office/showroom space. A large landscape buffer is also
planned on the east side of the development with large bunkers and winding sidewalks.
They also plan to put a 25 ft. buffer/ right of way to the south along CR 78.

City Hall remains the center of the development with a 9,000 sq. ft. center and 2- 6,000 sq.
ft. wings. Because of its location and size, Hodges recommended that we first build a
universally adaptable structure close to Preston and Broadway. This may be used for the
City Hall until construction of the main building is complete. Upon completion, the City staff
will move to the actual City Hall structure, leaving this building to be leased for
retail/commercial. Lease costs for retail will probably begin at $12 to $14 per square foot,
and office space will most likely be $10 to $12 per square foot.
Hodges mentioned that the key to this development is to stay flexible along our perimeters.
They plan to have an aesthetic feature at the southwest corner to make a statement. This
will possibly be a prime location for a nice restaurant as well.
Hodges advised Council to begin thinking about Special Use Permits allowing restaurants to
serve beer and wine, as well as whether or not they will allow the sale of beer and wine in
the grocery store.
Hodges advised that Brad Camp will no longer be available for the financial backing of this
development.
Mayor Dunmire recommended that the framework begin in structuring a Planned
Development and CCNR, research begin on locating reputable consultants to aid the City with
TIF's, and a meeting be set with the Council and TXDOT.
Charles Hodges and John Harris addressed all Council concerns from previous meeting.
