08.23.2001 Town Council Minutes (Special)an Special Qty Council Meeting City Hall -109 S. Main Street Tuesday, August 23, 2001, 7:00 p.m. 2 : Mayor Dunmire, Charles Niswanger, Jeff Walker, Janet Phillips and Michael Perry. Darin Riggs was absent. Q Mayor Dunmire called the meeting to order. Qi : Motion by Michael Perry and seconded by Janet Phillips to begin the process for the bond issue with First Southwest Company in the amount not to exceed $2,510,000.00 using 67% tax revenue and 33% water revenue as re -payment for the bona. Motion carried. Motion by Michael Perry and seconded by Jeff Walker to publish the Notice of Intent in the newspaper. Charles Nlswanger opposed the issue because the water and sewer Issues are tied in with the Fire Department. Charles does not understand or feel comfortable with how the City will fund the bond issue at this time. There are too many needs for water and sewer inhwbu±ure in the near future and Charles feels that the monies should be allocated to those projects. Motion carried. The Council members opened the workshop by asking Mr. Roberts the folk>wing questions: 1) How much do we need and from what source? Ground water must be supplemented at a point. City needs to decide how many more wells we want to drill. Will need surface water by 2003-2004. 2) Cost? Costs are based on the price per 1000 gallons and the costs of electricity. 3) Time -line projection? Will work on development. 4) Surface vs. Well capadty? Jeff Walker recommended developing a financial plan to establish surface water for Prosper and to determine how to fund the plan (bonds, CO's, increase in water rates, etc.) Will develop a plan in 6 -month increments. 5) Source/method of payment? Cash flow now vs. cash flow in the future? Use First Southwest Company as advisory council. Can fund through Impact Fees, CO's, Revenue/tax Bonds. Revenue projections are based on population projections. 6) What is the downside to doing nothing? If the sewer is not improved and problems arise, TNRCC has ability to fin us $10,000.00 per day per occurrence. Also, citizen complaints. 7) Service capability with existing resources? In packet provided by Travis. Land is a valuable commodity. Need to identify and secure acreage for future well sites. Obtain future well sites and WWTP sites before development begins. 8) East vs. West sides of town; how to serve both? Prosper has two pressure zones. One zone would be desirable. Topography issue. Sewer is determined by the flow of the land (gravity). Life span of tanks, pipes, etc. Need offensive plan in place for replacement. Need to work in phases of E.T.J. for and develop a game plan. 9) How do we become more offensive in planning? Transportation is the key to the Master Plan (rail, air, etc.) and needs to be the skeleton. This will modify the Thoroughfare plan. 10) At what point does the Qty need to add a planning dept.? Not to that point. Hunter Associates will assist the Town inplanning efforts. Can use person in the future for planning when we change to a Home -Rule City (population greater than 5000). The main key is to stay ahead of the development cycle. 11) What is the cost of purchasing surface water from other towns vs. direct from resource? In packet provided by Travis. Jim Dunmire will contact Celina's Mayor for their future plans to connect to the North Texas line. 12) What are maintenance issues vs. the need Car replacement? City staff will work to develop a plan. 13) Purchase of CCN from Danville? Beneficial? Kerry Russell, attorney in Austin, can help us work on CCN issues. 14) Why does the City have to purchase the CCN rights in our E.T.J.? Federal Debt on the water system. 15) Will the Land Use Assumption and Master Plan give a dear road map to the development on the Western side? Need to first lay out our plan for the Toll -Road. The Western development will stem from that. 16) Insight to potential regional system with other aties/Location/which one? • North Texas — solid waste, water • Upper Trinity — water • TXDOT — Transportation. Work with County to develop seed money for infrastructure. • Collin County — Parks / Rec. funding 17) Toll Road -impact on the town? Will be the root of development on the West side of Town. Mr. Roberts presented the Council with a packet of information inducting population projections, Water Well Production, Wastewater Treatment facilities, Water pumping stations, Price projection tables Cor water and sewer, and summary of daily average flows from the WWTP. The two 33 Biffle Wells should be on-line by February 2002. We must issue the notice to proceed on the third well by December 31, 2001 in order to have the well on-line by April 2002. The third well site needs to be dose to where we will tap Into a surface -water line. Ground storage tanks can be used as pump / storage. Need approx. two acres of land. Other possible water sources: • Upper Trinity • Danville • Frisco (contract with NTMWD) for transportation only. • Additional wells Woodbine wells cost approx. $200K each. Trinity or Paluxy wells cost $200K+ Ground and surface water can be blended together in the town's water system. Costs Cor lines for surface water: 20" line / 5 million gallons per day / $50.00 per foot in ground. = $2.10 per Inch in diameter / 10,000 feet = $500K (approx. 2 miles) Need two storage tanks at receiving point Cost Is $30 / gallon Frisco scenario: two ground storage tanks, well, pipeline back to Prosper's existing system. Approx. 3 miles $750,000.00 for pipe $100,000.00 sbrirage tank $200,000 aishion NTMWD — Proposed line for 2003 — 42" line N. on Custer to US 380. I Sewer — Based on gravity flow. Lines follow low point and dictate where the flow will go. Row of land E. of Preston flows to S.E. Comer of US 380 and FM 2478. Need to Identify a possible location of sewage plant there. Another WWTP (potential) at FM 1385 and US 380. 16,000 feet from Gentle creek (3.5 miles) to tie in pant with McKinney. New WWTP: 2.5-3 years, $3.00 per gallon, expandable plant. Will also need Interim WWTP around County Line Rd. in near future. The Council also discussed Tracy Boston's property with Mr. Roberts. Travis feels that Prosper has a prescriptive right to the property. A Warranty Deed was issued to Ms. Boston for the 10'x 140' of land. Charles Niswanger explained that the water line on the property was originally Installed to provide a fire hydrant to E. First Street Charles asked the Engineer if it would cause any problems for the Town water system if we removed or capped the line on the property. Mickey Clark recommended keeping the system looped by running another water line In the Qty easement on the North side of Second Street. Mr. Roberts and Mr. Claris agreed that the system would not be affected by the cap of the line from the existing system. To the Clty's detriment, the City will remove (cap -off) the line on the subject property for the cost of approx. $5400.00, if paid by Ms. Boston. The City will rat pay for the expense.
