Site Bincludes o$1O.000.8Oallowance for the unknown site, fencing, etc. The storage tanks will last for at least 40-50 years with proper maintenance. Darin Riggs questioned how the City would pay for the tanks. Travis Roberts stated that the City should make sure that water was in the formation on the Blackard site and a test hole be dug before the drilling process for the new water wells begins. The City Council decided that they wanted apositive report from the test hole before awarding the bid for the Water Storage tank for "Site B"Awarding ofbid for "Site B''was tabled. Motioned by Darin Riggs and seconded by Charles Niswanger to award the bid for "Site A" for a 3OO,U00gallon storage tank. Motion carried. with P|8[} School Board:- VVi||ionn Rushing announced that the School District is in the process nfpreparing gnew bond package. The School will bedrilling awater well for the new athletic facilities. The new bond will also add 10classrooms toenlarge the elementary as it grows from 45Oto6OO+students. The City Council gave brief descriptions of the new developments they are working with. ' 8H38Uand CR78,900homes ' - Site for new Elementary School inside the development. ' Janet Phillips inquired about using parkland oobuffer zone between school and retail commercial area. William Rushing does not want schools near major thoroughfanao or retail areas. Rushing will review the plans with an architect. Safety is a main concern for school. ' Approx. 5-6 mos. before LaCinoacan turn dirt. Rushing was pleased that the City is working with PTSD, as so much of the school district lies in Frisco and McKinney City limits. The calculation rate is approximately 0.5 children per household. At this rate, 1000 new homes in the next several years would be 500+ additional students. This is double the current number of children. Wanda Gammons stated that the School could -not fund the "neighborhood school concept" at this time. Cost for funding the concept of a 300 -pupil school is greater per student than a 600 -pupil school. The school board also explained that approximately 3 to 4 elementary schools feed a middle school. Darin Riggs is opposed to neighborhood schools as it creates rivalry and exclusiveness. Chuck Stuber questioned infrastructure. The Council explained that Blackard and Gentle Creek Phase 3 will be on City water/sewer. There is a possibility of using some bond money for the treatment plant. The cost is approximately $3/gallon for capacity and must be designed for 100 gallons/person/day. The City's long-term goal is surface water. The City Engineer recommended that the School and City have enough space between each other's wells, so as not to rob water from each other's wells. Janet Phillips updated the group as to the EDC Master Plan. There is a meeting with The Mesa Group on Thursday at City Hall, 7:00 p.m., for final presentation of The Plan. The Presentation will then be brought to the City Council. The Master Plan is a community -wide effort. The City encouraged a member from the School to work with the City on the Master Plan. Wanda Gammons stated the School has no certain long-term plans at this point. They hope to use the master plan for future planning. PISD does not have the money or resources to warehouse land and plan too far in advance. Schools are more oriented to size and students than to location. The growth from the City of Prosper could potentially put 1,000 students in schools within five (5) years. 450 students per campus • 1500 (+/-) students to be serviced after bond. • 63% of PISD tax base is residential. Need commercial monies to aid in tax base. Stuber introduced the ability to work together on grants for parks, schools, etc. Travis Roberts advised using federal money from Parks and Wildlife. We need a master park plan for the City. Donated land qualifies as total local share. Ball fields are highly rated. Darin Riggs stated that the deadline for the Collin County open space grant is the end of the month. He hopes to have a plan together for this. Chuck Stuber asked about a common employee for the City and School to work on such grants. Could money be allowed in both budgets to hire a qualified person? Darin Riggs mentioned that Judy Rucker might be able to help on a short-term basis. PISD could provide office space, a phone, and a computer. The City would have to budget for a person. The City Engineer recommended that instead of a single employee, he knows several consulting firms that could be of assistance but warned to be cautious on which one we choose. Many of the large firms receive no money until a grant is obtained. He mentioned that he does not know anyone qualified within the State of Texas that would do this job for less than $50,000.00 or less a year. Jeff Walker volunteered to work with Travis on finding a firm. Janet Phillips recommended a school board meeting with the Prosper EDC. Chuck Stuber volunteered to work with Darin Riggs on Parks and with the Prosper Sports Association. An Elementary Site is the most logical place to start with fields for parks. Phil Cooper asked about building a new field house. He wanted to know if the City would be able to help with financing to make it open to the public. Jim Dunmire said that any type of multi- purpose facility could be a possible joint venture between PISD and the City. The School could use as much as $1.5 million for the facility. The new facility is the largest expense item on the new bond. Jim Dunmire indicated that the City would look into helping with this as we get into our new budget. The anticipated date for the new field house is September — October 2002. Darin Riggs inquired about making the gym a community shared project. Stuber stated that he is willing to re -visit this concept. The School will be willing to make the elementary gym available for the community if the City can find a parks and recreation employee to help schedule, upkeep and oversee the gym. The School still intends to work on a community library and needs the City's financial assistance to share in the costs of the project. The City committed $10,000.00 for a portion of the librarian's salary. Dan Tolleson inquired about street repairs on the end of Church Street where the street meets the parking lot. Mayor Dunmire stated that the City will look into it in our next budget. Travis Roberts recommended that the School talk with the City regarding utilities before purchasing land.
