Those Present: Mayor Jim Dunmire, Jeff walker, Michael Perry, Charles Niswanger, Darin Riggs. Janet
Phillips was absent.
Call to order: Mayor Jim Dunmire called the meeting to order.
Discussion with Property owners along vrowsed route for NDTR: Mayor Jim Dunmire opened the
meeting and introduced Councilman Michael Perry who is spearheading the NDTR Extension project.
Michael and City Engineer Travis Roberts explained to the public that 99% of the property owners in
Frisco donated the easements from SH 121 to SH 380. In the next bond election the County wants to
include Engineering and Construction of the access road through Prosper to CR 5. According to the
TolIO-Road authority, the access road will be built from Frisco to SH 380 by 2002.
Michael Perry handed out a Preliminary Letter of Intent and Preliminary Special Warranty Deed to the
citizens for review. Mr. Roberts showed the citizens the proposed route of the Toll -Road North of SH 380.
The desired width of the easements to be obtained is 360', widening as much as 400' at major
intersections. The property owners will determine the width and path.
The Council opened the floor to questions.
Paul Browning, What are the benefits to property owners for donating their land?
The NDTRA has plans to build the road to Grayson County. The road will be built as the land is donated.
Once the traffic is sufficient, the Toll -Road will be built in the middle of the access roads, as Frisco has
done. The road itself will increase property values for landowners.
How will the City regulate the land outside of the City Limits?
The City will continue working with the County on special agreements and work towards annexing the
surrounding land.
Kimberly Braddock, Why is Prosper asking that the easements be given to the City of Prosper as
opposed to the County as Celina is asking?
Prosper is asking for the easements to be conveyed to the City so that the City will have regulatory
authority over the major intersections. Frisco obtained all of their easements in the name of the City of
Frisco.
Does the City have any time frames or targets in obtaining the easements?
90 days aggressively
Does the City have a short-term window for Asphalt! Tar or a long-term window for concrete?
The City would pursue the road from the County within 18-24 months for asphalt. Concrete would be a
future issue.
How will the City handle the traffic from Toll -Road East to Preston Road?
The County already has pavement plans for CR 48 this summer and CR 122 as CR 48 is completed. The
City is looking at road improvements as well. The County is also ready to pave CR 5 as soon as the
property owners convey easements.
Consideration and action upon Develooment Agreement with Mr. Yarborough: The previous City Council
agreed to forgive Impact Fees and Tap Fees for water and sewer for Mr. Yarborough in exchange for a
sanitary sewer easement and street easement through his property. The equivalent amount of the fees is
$11,200. Motion by Darin Riggs and seconded by Charles Niswanger to approve the development
agreement as drafted by City Attorney. Motion carded.
