Those Present: Jim Dunmire, Charles Niswanger, Larry Tracey, Janet Phillips

and Michael Perry. Mayor Stephen Coffman was absent.
Call to order: Mayor Pro -tem Jim Dunmire called the meeting to order.
Workshoi) with Papgoolos Group: Canceled. Steve Folsom requested to
cancel the annexation petition and cancel the workshop.
Stewart Jackson — Discussion on Sub -Division reQuirements: Stuart and
Christopher Jackson met with the Council in discussion on Northridge
Addition. Sterling Projects is working on a revised lake layout to present to
the City. Stuart presented the Council with a letter of items that needed to
be addressed. Stuart will prepare another letter of line items for agreement
between the Council and Sterling Projects. Also discussed was the screening
wall around the property. The Council recommended a living wall (shrubbery
and trees), along with a PD for the property.
Travis Roberts:
a. Discussion on Toll Road Extensionproje : Travis presented the
Council with a sample warranty deed in which he recommended the
Council obtain from the property owners that the NDTR will affect.
Travis has researched the property and has a listing of all owners
of adjacent properties. Mr. Roberts will meet with the Toll road
Authority in the near future to obtain more information on the
project. The City of Prosper will then hold a town hall meeting
inviting all proodrty pwners who will be affected by the road
extension and ask them for permission to begin surveying on their
properties.
b. Discussion on uodate of Land Use Plan for City: Travis Roberts met
with the Prosper E.D.C. on the proposed Master Plan and Land Use
update. Mr. Roberts told the E.D.C. that he cannot manage the
project, but would be glad to attend some meetings and help with
the project. Mr. Roberts advised the council and E.D.C. to do a
Land Use Plan update first, as all other plans, including the Master
Plan, stem from the Land Use Plan. Travis is currently working on
a map of the Town with all of the new and existing subdivisions.
This must be completed before the Land Use Plan can be updated.

updating. The size of future water and sewer lines will be based on
the pattern of the Land Use Plan for future development. Mr.
Roberts advised the Council that they should select a company who
meets all criteria for the needs of the City and who will put a senior
engineer on the project.

Reconvene into Reaular Session and take any action necessary as a result of
the Closed Session: The Council reconvened into Regular session at 8:07
p.m. Motion by Janet Phillips and seconded by Larry Tracey to pay
Stritmatter $43,397.17 and to authorize City Attorney to send the letter she
drafted to Stritmatter. Motion carried.
