Special City Council Meeting
City Hall -109 S. Main Street
Tuesday, February 20, 20016:30 p.m.
Those Present: Mayor Coffman, Jim Dunmire, Charles Niswanger, Larry Tracey, Janet Phillips
and Michael Perry.
Call to order: Mayor Coffman called the meeting to order.
Bob Jameson and Blackard Develooments — Work session on Star Lake Estates: Mr.
Jameson, Jeff Blackard, Chas Fitzgerald and other gentlemen from Blackard Development
were present and gave a presentation of their plans for Star Lake Estates. The gentlemen
proposed a TIF (Tax Increment Financing) on the development. The Council expressed
interest in the project and will meet again in another work session.
Second Public Hearina for Star Lake Estates: No comments from citizens. Public Hearing
was closed at 7:30 p.m.
Dan Cantrell — Action on request for variance at 201 N. McKinley: Tabled
Jim Herblin, ProsDer E.D.C. Repqft: Tabled. Mr. Herblin was not present.
Stewart Jackson — ur)date on easements: Tabled. Mr. Jackson was not present.
Work session with Steve Folsom and PaDaciolos Develooment ComDanv on the dievelooment
of remaining acreace, for La Oma: Mr. Folsom and Mr. Papagolos were present and gave a
presentation of the proposal for La Cima Development. Approximately 990 lots in the
development with a mixture of 10,000+ sf and 14,000+ sf lots. Divided spine road
connecting SH 380 and CR 79. Jogging trails, benches, lakes with hard edges, etc
maintained by HOA. 7-10 year total project. Council will zone property under PD to ensure
what was discussed with developer. Developer will pay their amount of the upgrading of CR
78 along their property on CR 78. Developer will sketch the PD and Concept Plan for the
Council to look at.
Discussion and action on extension of contract with Lee Lawrence: Motion by Jim Dunmire
and seconded by Charles Niswanger to extend the contract with Lee Lawrence for
Administrative services on TDHCA Contract #718102. Motion carried.
A'on on aDoroval of installation of sewer line on East Third Street: Mayor, Engineer and
City Attorney declared this an emergency situation as the public's health is at risk.
Motion by Charles Niswanger and seconded by Jim Dunmire to approve the installation of
new sewer line and award the bid to Glenn Cashon Construction in the amount $76,400.00
Motion carried.
