Regular City Council Meeting

Those Present: Mayor Coffman, Jim Dunmire, Charles Niswanger, Larry
Tracey, Janet Phillips and Michael Perry.

First Public Hea,rinq for annexation of Star Lake Estates: No comments from
audience. Public Hearing was closed at 7:01 p.m.
Consent Items: Motion by Larry Tracey and seconded by Charles Niswanger
to approve. Motion carried.
Comments from Citizens:
Vickie Moraan of Stone Creek expressed concern for the lot next to her
house. David Weekly will have to remove 20-30 trees off the lot to build a
house. The lot was represented as part of the park. Mayor asked Ms.
Morgan to get a petition signed by all the residents of Stone Creek.
Millard Allen, 201 N. Parvin, complaint against City for not maintaining
trees in City Easement and complaint against Council for not handling the
tree issue at his property. Requested that City maintain the trees in the
City Easement.
Rod Atchinson of Gentle Creek requested a light be placed alongside road
before the entrance of Gentle Creek. Council told Mr. Atchinson that the
roadside property is not City Easement and he would have to contact the
State Highway Department.
Radean Herron, Tax A/C, Report: Radean was present and gave her report.
Motion by Larry Tracey and seconded by Jim Dunmire to approve the report.
Motion carried.
Ronnie Tucker, Fire Chief, Report: Mr. Tucker was not present.

Action on approval of E.D.C. Budget for 2001.
Action on approval of City Logo presented by E.D.C.
Action on Master Plan for City.
Motion by Larry Tracey and seconded by Charles Niswanger to table until the
February 20, 2001 Council Meeting. Motion carried.
Action on approval of Prelim,inary Plat for Northridge Addition: Mr. Jackson
agreed to provide a screening wall along the sub -division boundaries. Motion
by Janet Phillips and seconded by Charles Niswanger to approve the
Preliminary Plat subject to the Preliminary Plat approval letter from Travis
Roberts and subject to obtaining all drainage easements from property owner
on the eastern boundary of Northridge Addition, also including sanitary sewer
easements. 4 for 1 (Michael Perry) against, due to too much uncertainty.
Motion carried.

Discussion and possible action on monthlv animal control sweeps through
Prower: Motion by Charles Niswanger and seconded by Janet Phillips to
have two (2) half-day (1/2 day) animal control sweeps through town per
month. Motion carried.
Steve Bovouth with Bruce Miller Nurserv-Discussion and anv action on
Business on CR 3: Mr. Boyouth brought plans to the council for the property
on the West side of Hope Lumber. Mr. Boyouth plans to build a nursery on
the property. Council in general agreement on the plans.
Dan Cantrell-Reauest for variance at 201 N. McKinley: 12 x 24 structure,
metal portable building, SW corner of the property, for office -use only. Mr.
Cantrell will bring the specs and picture of the building to the February 20,
2001 council meeting. No action was taken.
Steve Folsom- Reauest for acceptance of annexation petition for La Cima
remaining acreage: Motion by Janet Phillips and seconded by Charles
Niswanger to approve the annexation petition. Motion carried.
Bob Jameson — Preliminary vresentation of new lavout for Star Lake Estates:
Mr. Jameson was present along with Blackard Properties to introduce
themselves to the City Council. Will meet with the City Council at the
Tuesday, February 20, 2001 council meeting.
Adiourn into closed session for discussion on Police department: The council
adjourned into executive session at 8:50 p.m. for discussion on the police
department.
