1. Call a car r R all Mayor Dunmire called the mccting to ordor. Council Members present: Mayor Jim Dunmire, Larry
Tracey, Charles Niswanger, Michael Perry and Russell Kaker. Jeff Walker was not present for the Work Session. Also
present: Town Administrator Jennifer Finley and Town Secretary Amber Phillips.
2 Review and possible discussion regarding items posted on September 10 2002 Regular Council Agenda Mayor
Dunmire requested Council review the items on the agenda and bring any requests or suggestions to light regarding any
issues.
Michael Perry requested that Town Administrator Jennifer Finley give further explanation regarding "Item T' on the Regular
Agenda, regarding an increase in various fees. More specifically, Mr. Perry asked for more explanation regarding the
proposed increase in water rates. Ms. Finley reviewed her recommendations for an increase in water rates. She advised this
is the first time the Town has proposed increasing water and sewer rates in four years. Michael Perry recommended changing
the $60.00 deposit to a non-refundable set-up fee.
Charles Niswanger advised that he is not interested in increasing water rates but feels it may need to be averaged out to come
closer to the rates in other cities. Mayor Dunmire advised that the reason for the increase would not be to meet the rates in
other cities but to aid in financing surface water when the Town ties into the North Texas Municipal Water District (NTMWD)

Ms. Finley advised that the increase in building inspectionlpermit/application fees will bring the Town in line with the fees
charged by surrounding cities. She also stated that Council had previously been provided with a proposal for an increase in
zoning fees, which shp recommended the Council adopt.
Michael Perry asked Ms. Finley if she had a recommendation regarding Regular Agenda "Item 8", concerning Health
Inspections. Ms. Finley suggested the recommendation of Bill Little, Building Inspector(Code Enforcer, be accepted by
Council.
