Work Session of the Prosper Town Council

Tuesday, November 18, 2003 6:30 p.m.
1. Call to Order I Roll Call
Mayor Charles Niswanger called the work session to order at 6:36 p.m. The Town Secretary took roll call.
Council members present: Mayor Charles Niswanger, Mayor Pro -Tem Michael Perry, Ane Casady, Lisa Dritschler. Russell
Kaker and Karie Dalton were absent.
Staff members present: Town Administrator, Doug Mousel; Director of Planning, Mitch Humble; Director of Public Works,
Bill Little; Fire Chief, Ronnie Tucker, and Town Secretary, Shanae Jennings.
2. Discuss the potential annexation and zoning of the Shanahan property, being 348.0± acres at the
northwest corner of S.H. 289 (Preston Road) and C.R. 48 (future Prosper Trail).
Mitch Humble gave a brief background of what the applicant would like to do. Tom Clark spoke regarding the property. He
stated he has been around for about three years and observed how Prosper is beginning to move towards growth and its
new vision. He would like to incorporate residential, commercial and some office property. He hopes this plan makes
economical sense for a business pian and would like the council to consider it. Mr. Shanahan would like to retain some
retail property on Preston road.
Dale Clark spoke. He stated the property gives challenges and opportunities. The shape is odd and the boundaries are
challenging. They would like this to be a mixed use property with several elements.
Positive things this property will entail:
1) It sets the alignment for the north entry to Downtown couplet that was of concern on the master thoroughfare plan.
2.) Provides a school and park presence on the north end of Prosper and the north end of town in general. There are two
types of parks supported by this, including athletic fields and open space paries.
3.) It will provide a neighborhood amenity such as pool and sport courts to take burdens off of the park system.
4.) Provides a trail system for connection to the park.
5.) The development requires a buffer from railroad and water district developing to the north — complimenting development
to the west.
5.) Creates an estate area on the east side of development along Preston.
There is an overall density of 2.2 units per acre. They feel this will accomplish a true neighborhood and community feel by
mixing amenities, landscaping, entry features, etc. People could walk or bike to the retail area from their homes, or from
their businesses.
There are also neighborhood schools, which will add to the community environment.
Mayor Charles Niswanger asked how the Clarks know that Shanahan will follow through on his plan if he is not willing to sell
the property.
Mr. Dale Clark stated that once it is locked in as Planned Development (PD) zoning he will have to follow through. Also, Mr.
Shanahan has a lot of faith in their work. He believes that with the quality of mixture they are providing that Mr. Shanahan
will have no objections. He only wants to maintain flexibility.

Tom Clark stated that some of Mr. Shanahan's requirements are more restrictive by way of building materials than Council
is. Mr. Shanahan wants what the Clarks do to compliment and enhance what he will end up doing.
Mayor Pro -Tem Michael Perry stated he likes the proposal of large lots, school area, retail comers, parks, professional office
areas, etc. He has concern about allowing them to use lots of only 8,000 square feet, versus the 10,000 square feet that
have been required for those developers that have come before them. He expressed concern about taking their
development proposal on faith when he knows the property could change hands several times before it is developed.
Mr. Dale Clark stated they would work with Council and staff on this, and once it is zoned within the PD they cannot deviate.
Lisa Dritschler is concerned about neighboring areas and how this will be compared to them. She doesn't think we need
transitional lots, and she likes the idea of larger lots.
Doug Mousel commented that staff supported bringing this forward in order to get some candid comments from Council. He
believes in the merit of mixing lot sizes within a large piece of property, but Council would have to evaluate what "smaller"
means exactly.
Mayor Charles Niswanger stated he likes the plan and likes the mix, but isn't sure about 8,000 square foot lots. If there is
anything they can do in terms of moving up the lot sizes he believes Council would be much happier. He would like for the
Clarks to work on this with staff.
3. Adjourn.
Motioned by Ane Casady, seconded by Lisa Dritschler to adjourn the work session. Work session was adjourned at 7:15
p.m. Motion approved 3-0.
