Broadway (Planning/EDC Office) Prosper, Texas 75078 Wednesday, August 27, 2003 - 6:30pm 1. Call to Order I Roll Call. Mayor Niswanger called the meeting to order at 6:47 p.m. Mayor Charles Niswanger and Council Members Ane Casady, Karie Dalton, and Michael Perry were present. Council Member Russell Kaker and Lisa Dritschler were absent. The following Town staff was also present: Doug Mousel - Director of Planning/EDC and Interim Town Secretary/Town Administrator; Kirk McFarlin, Police Chief; Ronnie Tucker, Fire Chief; and Bill Little, Director of Public Works/Building Inspections. 2. Discuss the proposed 2003-04 Fiscal Budget Doug Mousel outlined the revisions made to the budget following the discussions at the August 26, 2003 Council work session. Ronnie Tucker provided information to the Council on the Fire Department's STEP Plan. The Council indicated that the STEP Plan needs to be formally acted upon by the entire Council. The Council indicated that the STEP Plan would continue, but that the STEP Plan is the Fire Department's four percent merit increase as previously approved by the Council. Bill Little indicated that he thought the streets repair expenditures for 2003- 2004 will be adequate for the year. The idea of moving 50 percent of the expenditures of the temporary clerk for Inspections and Public Works was discussed and it was suggested that the cost of the GIS technician be moved to the EDC fund. The Council discussed the manner in which to make up the lack of revenue in the General Fund. The adjustment of sales tax revenue, an increase in taxes, and budget cuts were discussed. The Council requested that Doug Mousel make final revisions to the budget. The Mayor stated that he would file a balanced budget in the office of the Town Secretary on August 28, 2003. 3. Adjourn.
