1. Call to Order f Roll Call.
Mayor Niswanger called the Work Session to order at 6:07pm.
Council Members present: Mayor Charles Niswanger, Mayor Pro -Tem Michael Perry, Russell Kaker, Karie Dalton, Lisa Dritschler
and Ane Casady.
School Board Members present: Chuck Stuber, Johnny Warren, David Toney and Daniel Jones. Wayne Bernstein arrived at
6:30pm. Dan Tolleson was absent.
Also present: Town Administrator Jennifer Finley and PISD Supt. Drew Watkins.

3. Discuss future PTSD construction proJacts and progress of existing p
oplects, town plans, and future
developments with the PISD School Board.
The Council and Board discussed MUD #1 located within the ETJ of the City of Celina. The PISD had met with James Fagen,
MUD #1 representative, regarding the situation. Mr. Fagen indicated that they were prepared to "give" an elementary school site
and sell Drooertv for a middle and hiah school site on "favorable terms", Lisa Dritsrhler recommended PISD obtain all of Mr,
Fagen's verbal agreements in writing.
Mayor Niswanger expressed his concerns regarding MUD #1 in regards to police, fire, ambulance service, etc. He commended
the Prosper Fire and Police Departments on their service and coverage hours.
In regards to the Huffines' property, PISD submitted opposition to the CCN application, and a hearing had been scheduled in
Austin on October 30, 2003,
Darin Riggs, Parks & Recreation Chairman, updated the Council and Board on the elementary park site projected to be
operational by Spring 2004.
The Board requested the Town take potential school sites and possible Town/PISD parks into consideration during discussions
with developers. The Town and PISD could share the costs of maintenance and responsibility for such joint park projects.
Chuck Stuber explained that bids for the construction of an addition to the existing agricultural bam facility were scheduled for
approval within 2 weeks; however, an issue was raised in relation to water retention and drainage. The Town's Building Inspector
and Engineer had advised the PISD that retention ponds would be required. In addition, the Building Inspector indicated that no
plans would be approved until the Council approved the drainage issue. Previously, a drainage culvert was approved by the
Building Inspector and Engineer. Jennifer Finley agreed to schedule a meeting between the Town Engineer, Building Inspector,
Planning Director, Mayor and PISD Superintendent for Friday, August 8, 2003.
Mayor Niswanger thanked Wayne Bernstein for attending the Town Council Meetings,
