Tuesday, July 29, 4:00pm
1, Call to Order 1 Roll Call.
Mayor Niswanger called the workshop to order at 4:04pm.
Council Members present: Mayor Charles Niswanger, Russell Kaker, Ane Casady'and Lisa Dritschler. Kane Dalton arrived at
4:05pm. Mayor Pro -Tem Michael Perry was not present.
Also present: Town Administrator Jennifer Finley, Fire Chief Ronnie Tucker, Police Chief Kirk McFarlin, Court Clerk Amy
Lightfoot, Planning/EDC Director Doug Mousel, Public Works Director Bill Little and Town Secretary Amber Phillips.
Communications Committee Chairman Linda Turpin arrived at approximately 4:15pm. Parks & Recreation Committee Co -
Chairman Karen Williams arrived at 4:28pm.
2. Work Session regarding the proposed 2003-04 Fiseai Budgiet.
Mayor Niswanger explained that the purpose of the workshop was to discuss capital outlay forms, proposed expenditures and
proposed revenues. He stated that salaries were not part of the agenda. He clarified that the workshop was to discuss the
proposed budget with department heads, and public hearings would be held at a later date. Questions and comments from
citizens would not be accepted during the workshop but would be addressed at the public hearing. Lisa Dritschler facilitated the
meeting.
The department heads presented the General Fund Capital Equipment Outlay Forms and discussed the proposed capital
purchases with Council.
Mayor Niswanger recessed the budget work session at 5:06pm for the purpose of adjourning into the Special Session scheduled
for 5:00pm, and reconvened the budget work session at 6:15pm.
Council continued discussion with department heads regarding Capital Outlay Forms.
Mayor Niswanger recessed the budget work session at 6:22pm for a short break, and reconvened at 6:40pm. Russell Kaker was
not present for the remainder of the work session.
Council discussed the Water Fund Capital Equipment Outlay forms,
Council discussed the proposed Police, Fire, Inspections and Water Department revenues with Chief McFarlin, Chief Tucker, Bill
Little and Jennifer Finley.
The next budget work session will be conducted Tuesday, August 5, 2003.
3. Adjourn.
Motioned by Karie Dalton and seconded by Lisa Dritschler to adjourn the work session. Motion carried, Vote 4 to 0. Mayor
Niswanger adjourned the meeting at 8:10pm.
