06.02.2003 Town Council, PISD Joint MinutesV v - - - Minutes (approved 6/101031) Special Joint Meeting of the Prosper Town Council and Prosper Independent School district Board Prosper Middle School Library 605 East T1' Street Monday., June 2, 2003, 6;30pm 1l1 ... Call to Order/Roil Call. The meeting was called to order at 6:35pm. Council Members present: Mayor Charles Niswanger, Ane Casady, Lisa Dritschler and Karie Dalton. Russell Kaker arrived at 6:45pm. Mayor Pro -Tem Michael Perry was not present. School Board Members present: Chuck Stuber, Wayne Bernstein and David Toney. A quorum of the School Board was not present. Town Staff present: Director of Planning/EDC Doug Mousel. PTSD Staff present: Superintendent Drew Watkins. Others present: Howard Corbett, Mayor of Celina, and Timothy Lee, Staff Reporter for the McKinney Courier Gazette. 2. Discuss future construction protects, Town plans and future developments with the P.1.5.Q. School Beard. The Council and Board discussed the Huffines development, which is on hold until the October 30-31, 2003 Hearings. Mayor Corbett, Celina, Texas, reported on a Municipal Utility District (MUD) in Celina that was denied by TECQ based upon lack of information. He explained that Celina is committed to fighting and delaying MUD's, and they have contracted, Pat Linder, an attorney in San Antonio, who is known as a "mud -buster". The Council and Board discussed the possibility of a press release of the Town Council, PISD School Board and the Celina Council, for the purpose of expressing their negative views towards MUD Districts. Future and pending sub -divisions were also discussed, including La Cima and the Lakes of Prosper. 3. Discuss the Town's Zoning and Development Review Process, specifically_relating to communication between the Town Staff and or Council and the P.I.S.D. Staff and/or School Board regarding Zoning and Development Applications. The Council and School board discussed the development process, more specifically relating to park and school dedication processes. The Board expressed a desire to maximize sites through joint school/park sites, fee credits, etc. Doug Mousel, Director of Planning/EDC, outlined the Town's zoning and development application process. He indicated that 11, 4JU3ux applications would be received by the Town on a monthly basis. Immediately after applications are accepted by the Town, he will prepare a list of applications and forward a copy of the list to Drew Watkins, Superintendent of PISD. Drew and Doug have agreed to discuss any applications that may necessitate the acquisition of property for a school and that may impact the PISD in any other manner. The possibility of a Joint Town Meeting was discussed. Such a meeting would focus on the comprehensive plan, future developments and future schools. 4. Discuss potential for holding future Town Council Meetin s in P.I.S.D. Facilities and conditions relating to such. The Board Members present agreed to allow the Town Council to hold future meetings at the Elementary School; however, a quorum was not present and no formal vote was taken. 5. Adjourn. Motioned by Ane Casady and seconded by Russell Kaker to adjourn the meeting. Motion carried. Vote 4 to 0. Mayor Niswanger adjourned the meeting at 8:20pm.
