Joint Meeting of the Prosper Town Council and -
Parks and Recreation Committee

Thursday, February 20, 2003, 6:30 to 7:30pm
1. CCall to_ClyderiRoll Call. The meeting was called to order at 6:30pm. Councilmen present: Mayor Jim
Dunmire, Mayor Pro -Tem Jeff Walker, Charles Niswanger, Larry Tracey and Michael Perry. Councilman Russell
Kaker was not present. Parks & Recreation Members present: Chairman Darin Riggs, Co -Chair Karen Williams,
Bob Jameson, Julie Larios, Amy Drown and Michelle McBride. Steve Witt was not present. Also present: Town
Administrator Jennifer Finley and Town Secretary Amber Phillips.
2._ Discuss pending issues with A Parks & recreation Committee. The Council and Committee discussed
the following issues:
■ Potential liability surrounding volunteer labor for Town facilities
• Parks & Recreation Financials
■ Split of Parks/EDC portion of sales tax funds
■ Agreement with Prosper Independent School District (PISD) on partnership/division of
responsibilities
• Joint PISD/Town contract for ground maintenance
■ Newly adopted Subdivision Ordinance, specifically related to the section regarding Park
Fees
■ Standard Development Defaults
• New Parks & Recreation Member process.
3. Adjourn. The Joint Meeting adjourned at approximately 7:45pm.
