Call to Order Minutes (approved) Joint Meeting of the Prosper Independent School District Board and the Prosper Town Council Prosper Middle School Library U �f Prosper 605 East 711 Street p Monday, August 23, 2004 6:30 p.m. Meeting was called to order at 6:42 p.m. Rall call was taken by the Town Secretary Council present included: Mayor Charles Niswanger, Mayor Pro -Tem Lisa Dritschler, Ane Watson (Casady), Kevin Drown, Mike Wadsworth, and David Bristol. School Board present included: Drew Watkins, Sonnya Airhart, Johnny Warren, Wayne Bemstein, Daniel Jones, David Toney, and Dan Tolleson. School Board President Chuck Stuber was absent. Staff present included: Town Administrator, Doug Mousel and Town Secretary, Shanae Jennings. B. New Business 1. Discuss future PTSD construction projects, school sites, Town plans, and future developments with the Town Council of Prosper. The school was concerned about the ability of being able to complete construction projects due to the Town's water restrictions. Doug Mouse] indicated that the Town's water line is almost complete and we will attempt to assist the school district as possible until that time. 2. Discuss the potential of pursuing a stoplight at SH 289 and First Street. The school board passed a resolution a month or so ago in favor of a light being placed at First Street. Drew Watkins was curious as to what the Town could do to get TxDot to assist in getting a light at that location. The Mayor said the Town would work as hard and persistently as possible to get a light at First Street when the appropriate time permits. Doug Mousel stated that as traffic warrants a light, TxDot will be more agreeable towards putting a light in that location. Scott Rose, 921 Willowgate Drive, Prosper, TX — He would like to see the lanes on Preston Road north of 384 have turn lanes. He does not feel a light will fix the problem, but he does believe that widening the road and adding turn lanes would be helpful. He stated that his daughter was injured and is now wheel chair bound because of the fact that there are no tum lanes and people are vulnerable sifting out in the middle of such a fast traveled road. The school board was also concerned about people running the two new lights that have been put up at Broadway and at 1461. They inquired as to whether or not a warning signal or sign could be placed in advance of the new lights in order to inform drivers that a light is ahead. 3. Discuss potential land sites for acquisitions; desired areas and site locations for new schools; acquired lands, locations and acreage; developers the PISD is working with; approach used when contacting developers and land owners about acquiring lands or having the lands donated; and any desired assistance from the Town in identifying lands, approaching developers, acquiring lands, etc. There was no discussion on this Item. 4. Discuss construction updates from both entities Page 1 of 3 Drew Watkins asked about a development being constructed outside of Gentle Creek. It was stated that the property being discussed was not in the Prosper Town Limits, but that a house was being built on the property in question. Mr. Watkins asked what the process was to annex, and Doug indicated that when we are a home rule Town we can involuntarily annex property; however, right now we are a general law Town and we can only accept annexations on a voluntary basis. When the Town is of population 5,000 we can become a home rule Town and begin to involuntarily annex. 5. Discuss economic development activities and its impact on both entities Doug stated that the Town is in some negotiations with property owners for EDC related issues; but, they are in very preliminary stages. Lisa Dritschler informed the school board that the EDC would be hiring an Executive Director in this year's budget, and Doug will no longer be tasked with both Town Administrator and EDC Executive Director tasks. Doug also gave an update on the potential of the Tollroad extending to 380, and indicated that it was very plausible that it would occur during the next phase. 6. Discuss upcoming PISD and Town sponsored events The Town will have a grand opening for the new fire station from 2:00 p.m. to 5:00 p.m. on Sunday, September 26, 2004. The Town will also have a tree lighting this December in downtown, and would like to expand the activities to include some food booths and other activities. The school district postponed their groundbreaking of the La Cima Elementary School due to bad weather. However, the new date has not yet been determined. The homecoming parade will be held on Friday, September 10, 2004. 7. Discuss the placement of recycling bins at school facilities The Town familiarized the school board of the Towns contract with IESI and informed them that there is a provision that stipulates that IESI would collect recycling from the school. Lisa Dritschler said that the school could get a rebate if they filled up their entire recycle bin. 8. Discuss the Youth Advisory Board and Youth Town Council Lisa Dritschler gave an update on the progress of the youth advisory board and the youth Town Council. She said that March 2005 is the deadline to have a charter, election guidelines, and all other foundations put into place for the next year. The student heading the program will earn distinguished credits for doing this. g. Discuss the construction timeline of the La Cima elementary construction; the joint Town/PTSD playground and athletic facilities, and any variance issues. August 1, 2005 is the anticipated completion date for La Cima. The fields should be ready to go late next spring 2005, and the Town is in discussions with the developer to do a park site next to the elementary school. 10. Discuss the willingness of the ISD to allow the Town to utilize one or more school facilities for the placement of emergency warning sirens The Town Council has included money in next year's fiscal budget to have these sirens placed throughout Prosper. 11. Discuss the role of the Eagle Talon including the positioning of campaign ads (past and future) and the acceptance of editorial comments by Council members and candidates (past and future) and the communication process between the Town and the Talon Mike Wadsworth asked what the process or policy was for the Talon in placing political ads so that all candidates can receive fair exposure. He also asked if the Talon would consider limitations on editorials during election time. Page 2 of 3 Drew 'Watkins stated that he does not believe there was preferential placement in the paper this past year for political ads, but that it could be addressed so that all ads in the future are in the same location in the Talon. Letters to the editor are going to be history altogether, and will no longer be written. Mr. Watkins stated that hopes there are not mistakes next year in the Talon once it goes to print, and hopefully they can have someone proof future Talon to prevent that from occurring. 12, Discuss the assessment and collection of impact fees The school district would like to see the Town not charge the district for impact fees. It is the belief of the school district that developers generally take on those fees, and it was suggested by a couple of school board members that both McKinney and Frisco waive impact fees to their school districts. Doug explained that impact fees are generated to serve the purpose of the cost of the impact of new development on the Town, which includes roads, infrastructure, etc. which is incurred by school districts. 13. Discuss the potential hiring of a school resource officer by the Town and/or PISD (how it will be used it this position makes the budget; impact if it does not). Captain McHone stated that the Town attempts to have officers in the school on a common basis and he would like to get a School Resource Officer (SRO) in the district as soon as possible. The Town is attempting to get a grant for this position, but the grant would only last for a certain amount of time. The Town would need to know if the district is willing to pay for a portion of the position, or if the entire position would be requested to be Town funded. The school district would like to further explore this at a future council meeting. Doug Mousel and Drew Watkins will get together to discuss this issue further. C.
