Council present included: Mayor Pro -Tem Michael Perry, Ala,, :ASady, rasa Dritschler, and Karie Datton. Mayor Charles Niswanger
and Russell Kaker were absent.
School Board present included: Drew Watkins, Chuck Stuber, Dan Tolleson, Robbie Reynolds, David Toney, Daniel Jones, and
Wayne Be:tnstein
Staff present included: Town Administrator, Doug Mousel; Director of Planning, Mitch Humble;. Town Secretary, Shanae Jennings.
2. Discuss future PTSD construction projects, school sites, Town plans and future developments of Prosper.
Chuck Stuber spoke and said they hope to have an additional elementary school open in the fall in the La Cima area.
Regarding school sites — there is money earmarked for this, but they have not yet established where they would like to locate the
schools.
Elementary sites are more readily available to the district than others. The greater challenge will be middle school and high school
locations. The current high school is projected to be converted into a middle school, and then there will be plans to rebuild a new
high school.
It is possible there will be a need for a middle school site as well, which would be a necessity of approximately 30 acnes.
Mr. Stuber spoke about the importance of avoiding duplication of facilities and better utilizing existing facilities. He suggested a joint
committee to discuss how to avoid duplication of facilities.
Doug Mousel spoke regarding some of the behind the scenes activities involving construction projects with couU potentially include
the possibility of fixture school sites.
Mr. Mousel stated that If the school board is able to keen the Town informed of what they aro looking for in terms of the need for
acreage regarding school site development the Town will keep an eye out for locations.
Mr. Stuber discussed the idea of building an athletic facility that would house at least two high schools as time Town grows.
Lisa Dritgchler expressed concern for the PSA's, the little league teams, and other entities that are not necessarily school related
but are part of the Town and also need accessibility to fields.
Mayor Pro -Tem Michael Perry asked if the school hoard had completed a needs assessment for build -out of the Town and how
many students/schools will exist at build -out. Mr. Stuber stated that because Prosper is not aware of what the zoning will be litre in
McKinney and how many students Prosper will get as a result of them, it would be difficult for them to figure those figures out right
now.

Mr. Stuber would like the Town to work with the school district to get a demographer and receive projections for predicted growth,
Drew Watkins stated that a gentleman which the school district spoke with projected that Prosper would need 42 elementary
schools by 2025.
Mayor Pro -Tem Michael Perry asked the school board if they foresaw one large high school, or two small high schools. Mr. Stuber
stated they would do everything possible to retain one large 4A high school.
Drew Watkins asked if the Town was confident that there will be a single water district on the west side of Town and Doug Mousel
stated that he is. Mr. Watkins asked what the timeline was to get water out to those areas and Mr. Mousel stated that he does not
know what the timeline is at this point, and that the Town is waiting to see if that area is going to develop.
Regarding the joint stadium site, Mr. Mousel suggested that the school board and council begin to really narrow in on how much
acreage will be needed to build a stadium.. Mr. Stuber stated that the site is within their five year window, so if the Town would like
to proceed forward with finding this land, the school board is ready.
Doug Mousel briefly overviewed development, annexation and zoning activity that the Town has been working on. Mr. Mousel
stated that the Town will have nearly doubled in size once all annexations are completed. Mr. Watkins asked how much of that will
end up being residential and Mr. Mousel stated that in the long run it will end up being approximately 80% single family residential,
but that will not be for a very long time.
Town projects discussed were the construction of ground water storage tanks, elevated storage tanks, and extending water and
sewer out to the west side of Prosper.
Mitch Mumble addressed projects currently under construction, to include sub -divisions and commercial property.
3. Discuss the possibility of discounts in relation to impact fees and water usage rates.
Mr, Stuber said if there are any benefits the Town can provide the School District that they want to be favorably considered for
those. The school board realizes impact fees are revenue sources for the Town, and they know the Town needs the revenue, but
they do request to be considered as well. Mr. Stuber would like Prosper to look at other cities the size of Prosper and see how they
handle their impact fees.
4. Discuss the creation of a Youth Town Council.
Lisa Dritschler covered the concept of the Youth Town Council. She stated that you have a Youth Council as well as department
heads where students can begin to understand what a Town Council does and how municipalities work. Drew Watkins also stated
that participation in the Youth Town Council would potentially qualify as a distinguished achievement for Prosper students, and he
would verify this.
