Work Session of the Prosper Town Council

Monday, October 17, 2005 at 7:00 p.m. (or immediately following the joint
meeting of the Town Council and Prosper Independent School District Board)
Council present included: Mayor Charles Niswanger, Mayor Pro -Tem Lisa Dritschler, Dave Turley, Mike Wadsworth and
David Bristol. Kevin Drown was absent.
Staff present included: Town Administrator, Doug Mousel and Town Secretary, Shanae Jennings.
2. Discuss the idea of scheduling a future facilitated goal setting workshop with community stakeholders.
Council unanimously agreed that they are interested in bringing in a professional facilitator to come and work with Council
and Department Heads concerning goals for the Town.
3. Discuss the Town Council's expectations of the Town Administrator and the Town Administrator's
expectations of the Town Council.
Council indicated their expectations of the Town Administrator are as follows:
• Participate in continuing education throughout the year, to include conferences such as Texas City Manager's
Association (TCMA), International City Manager's Association (ICMA), and Texas Municipal League (TML), as well as
other one day courses. The Town Administrator can select which he prefers to attend.
• Have an annual review set in December of each year.
• Re -write an item on his job description to state that he "assists the Mayor in preparation of the Town budget" instead of
it stating that he "prepares the Town budget."
• Be in attendance at Town organized events, functions, and celebrations such as the annual Health and Safety Fair,
Christmas Celebration, etc.
The Town Administrator indicated that his expectation of the Town Council is primarily one thing:
• The Council sets policy for the Town, and the Town Administrator and Town Department Heads implement that policy.
It was requested that the Town Administrator be the primary contact for direction to the Department Heads, and that the
Council give direction to the Town Administrator only. Once direction is provided to the Town Administrator, he will then
pass that direction on to staff.
David Bristol left the meeting at 8:19 during the discussion of this item.
4. Discuss and provide direction to Town staff regarding Board and Committee appointments.
Council would like for staff to re -advertise the openings for the Parks and Recreation Board and for the Board of
Adjustments/Construction Board of Appeals for two more weeks and then hold a meet and greet prior to a regularly
scheduled council meeting. If enough applications have not been received within the next two weeks, the issue will be
approached again at that time. Council and staff collectively decided that it would be most beneficial at this time to remove
the specific requirements for service on the Board of Adjustments/Construction Board of Appeals in an effort to receive more
applicants.

5. Adjourn
Motioned by Mike Wadsworth, seconded by Mayor Pro -Tem Lisa Dritschler to adjourn. Motion approved 3-0. The meeting
was adjourned at approximately 8:45 p.m.
