10.17.2005 Town Council, PISD Joint MinutesISPER OWN OF 1. Call to Order/ Roll Call. Meeting was called to order at 6:06 p.m. Roll call was taken by the Town Secretary Minutes (approved) Joint Meeting of the Prosper Town Council and the Prosper Independent School District Board Prosper Middle School Library 605 East 7th Street Monday, October 17, 2005 6:00 p.m. Council present included: Mayor Charles Niswanger, Mayor Pro -Tem Lisa Dritschler, Dave Turley, and David Bristol. Mike Wadsworth arrived at 6:26 p.m., and Kevin Drown was absent. Staff present included: Town Administrator, Doug Mousel and Town Secretary, Shanae Jennings. School Board present included: Chuck Stuber, Wayne Bernstein, Sonnya Airhart, and Dan Tolleson. David Toney arrived at approximately 6:45 p.m. School Superintendent Drew Watkins was also present. Those absent were Johnny Warren and Daniel Jones. 2. Discuss upcoming Prosper Independent School District and Town sponsored events. The downtown holiday celebration will be held on Saturday, December 3, 2005 from 5:00 p.m. — 9:00 p.m. this year. The format of the celebration has changed and there will no longer be young school aged children singing; however, there will be the high school band as well as other singers from local churches and the community. The event is still in the planning stages. Discuss current and future zoning and development activities and infrastructure projects within the Town. The school board members asked general questions regarding various topics concerning Town development related issues. 4. Discuss current and future plans for the acquisition, development, and/or construction of Prosper Independent School District facilities. There are plans for three future schools which are currently being discussed. The first school of the three to be built will be in the city limits of McKinney around the eastern border of 1461; the second will be in Prosper, and the third will likely be outside of Prosper Town limits. There were no firm commitments to timelines for these schools as of yet, only projected timelines. 5. Discuss current and future joint projects of the Prosper Independent School District and the Town, including, but not limited to: a) Development of the park site at Folsom Elementary School; Drew indicated the district would fund the cost of installing soccer goals and backstops on the park property. In the future a playground will also be added to the south side of Folsom. b) Acquisition of future park/school sites and a joint site for a community park and athletic stadium and/or an athletic complex; Both entities continue to work with the owners of Legacy Point. c) Development of tennis courts at the Prosper High School; This project is currently still in the discussion stage, and the Parks and Recreation Board will present something to Council for discussion in the very near future. Page 1 of 2 d) Status of the school resources officer; and A report regarding the status of the school resources officer (SRO) was provided to the Council and school district by Chief McFarlin in an effort to update them on the progress of how the SRO is working out. The school district had all positive comments to say regarding Officer Baxter. e) Preparation of an extension to the community library agreement. Both the Council and school district continue to show interest in updating this agreement. 6. Adjourn Motioned by Mike Wadsworth, seconded by Mayor Pro -Tem Lisa Dritschler to adjourn.
